Inspector’s narrative

What the inspector wrote

On July 9, 2024, Licensing Program Analyst (LPA) Calloway made an unannounced inspection to the above facility for the purpose of conducting a Required Annual Random inspection. LPA met with Facility Representative who granted access. LPA and representative toured the facility inside and outside. LPA observed fourteen (14) children in active play and two staff. Facility Representative was no present but arrived later. The facility operates from 6:00 am to 6:30 PM. Physical Plant: LPA observed one clean and safe classroom, telephone service, heating, lighting, and ventilation were not adequate. The cubbies for children's belongings were labeled inside the classroom. Furniture, books, equipment, toys, and materials were age appropriate. Drinking water is available inside the classroom in the form of water dispenser and labeled, personal cups. Sufficient napping (cots) for children. The bedding is stored separately and per Facility Representative it is washed weekly. Medication is stored and locked inside the kitchen. First Aid Kits are inside the office. Per Facility Representative, there is not an Emergency Survival Kit Bin, but there are blankets, food, and water stored in the facility for emergencies. Fire extinguisher, smoke detector and carbon monoxide detector are operable. Trash cans have secure lids. There is a fire pull alarm switch on the wall at the front entrance. LPA observed a running fan on the floor inside the classroom while children were in active play. The thermostat on the wall was observed at seventy-nine degrees but was set at sixty-nine degrees. The children were moved to an alternate classroom and per Facility Representative, there was a request made for someone to repair the unit. The current menus were not posted on the parent wall. Bathrooms: LPA inspected the children's bathroom. There are three toilets and two handwashing sinks, functioning properly and age appropriate with no hazards. LPA observed soap, toilet paper, and paper towels readily available. Staff restrooms are in the hallway behind the children’s bathroom. Kitchen: There is a clean, fully equipped kitchen with refrigerator, freezer, stove with oven, microwave, dishwasher, and sink. The facility provides breakfast, lunch, and afternoon snacks. Menus are posted. LPA observed allergy list posted in each classroom. LPA observed an appropriate amount of food and snacks. LPA observed milk was 2% milk. The chemicals are kept separate from the food. Cleaning supplies are kept in custodial closet locked and also inside the kitchen that remains locked. Outside: Outdoor play equipment was inspected for health, safety, cushioning material, good repair and is age appropriate. LPA observed a metal slide with pea gravel as a cushioned surface. There is also a hobby horse and tire tunnels with pea gravel underneath. The playground was observed to be free of debris. Drinking water is available in the form of a water dispenser and labeled, personal cups. There are no bodies of water on the premises. There is a bench table that is shaded by a large tree. Other: Children and staff files were reviewed. Current Pediatric CPR and First Aid (Expires: 7/2025). Transportation is not provided. Medical policy reviewed. Disaster Drills: Fire drill was current (3/24) Earthquake drill was not last conducted (2/22). This Roster is incomplete. Mandated reporter training was current. Children are inspected for illnesses as they arrive. The isolation and care of ill children is inside the office until the parent can pick up. Staff/child ratios were observed- compliant. The sign in/out sheets are digital/electronic via the Pro Care App. Facility representative was reminded to access the Licensing website at www.ccld.ca.gov . to obtain information about the most recent regulatory changes and the Quarterly Updates. A review of medication policy indicated that prescription medication is administered only with parent's written permission. The management staff administers medication and documents the dosage, date, and time onto a log. Per Facility Representative, the medication is brought and taken home by the parents daily and is properly labeled and stored in its original container. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. State law prohibits baby walkers, bouncy seats, exersaucers, or any other items that fall into that category. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5 years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). Or LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe sleep; as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Facility representative was informed of the MyChildCarePlan.org website, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. A Notice of Site Visit must remain posted for thirty (30) consecutive days. Failure to maintain posting will result in a $100 civil penalty.
