What the inspector wrote
On May 15, 2025, Licensing Program Analysts (LPA\342\200\231S) Giovanni Cristales and Crystal Ali met with the facility teacher Annabelle Fox, for an unannounced annual inspection. A tour of the facility was conducted. Upon arrival, LPA\342\200\231S observed 2 pre-school classrooms in use with a total of
20
pre-school children. There were
3
teachers on the premises. The facility also has
Infant (364842461)
and
School age (364842463 - inactive)
components. The center operates 6:30AM -5:30PM Monday through Friday. Incidental Medical Services (IMS) policy was discussed. Facility has an approved waiver for commingling for one hour with school age children in play yard.
Indoor/Children's Area:
Indoor activity space for pre-school is physically separate from space used by children in the infants and school-age childcare center components. The pre-school component is equipped with 18 cots. The center was inspected for cleanliness, safety, sanitation, repairs, potentially hazardous areas (passageways), floors inaccessibility of cleaning compounds, poisons locked, furniture and equipment, and play equipment are age appropriate. Each child has own cubby, trash cans have tight fitting lids, drinking water is available, no toxic materials observed, Window screens and blinds
(no cords)
in good repair. LPA\342\200\231S observed the carbon monoxide, Fire Extinguisher

, inside pre-school classroom #1 and on wall, inaccessible to children and smoke detector in working condition. The center meets the requirements of the Fire Marshall
(Last visit date: 2/2025).
There is a working telephone on the premises, isolation area for ill children in the library area, room temperature is comfortable, sign in/out log observed, no smoking, and no weapons on the premises, no baby walkers or other prohibited play equipment on the premises. LPA\342\200\231S observed cameras in common areas.
Kitchen & Food Service:
LPA\342\200\231S observed safety gate with lock being accessible to children. The safety latch on saloon swinging door not effective. There is a fully equipped kitchen with refrigerator, stove, microwave, and sink. Refrigerator temperature in regulation. The kitchen was clean and there were no visible hazards observed. Knifes and sharp tools were stored in the top 4

cabinet to the right of the stove on middle shelf

Silverware is cleaned, sanitized, and put away after each use. The facility provides morning snack, breakfast, lunch, and afternoon snacks. The menus are posted inside/outside the class. There is a confidential allergy list posted on the wall. LPA\342\200\231S observed an appropriate
(non-expired)
amount of food and snacks. LPA\342\200\231S observed 1%, nonfat milk and whole milk for infants/toddlers transitioning and staff items were in a separate area. The chemicals and cleaning supplies, medicine and first aid kit are kept separate in the supply room
(off limits)
with a safety latch at top right of door, and away from the food.
Bathrooms:
There are a total of 3 bathrooms. One bathroom has two toilets, and 1 hand washing sink with 3 faucets that are functioning properly and age appropriate. A second children\342\200\231s bathroom is in second preschool room, with one sink and one toilet and has 1 exit door that leads to the play area. No hot water available. LPA\342\200\231S did not observe any hazards. There was soap, toilet paper, and paper towels readily available. Third bathroom is a staff bathroom inside classroom.
Napping:
LPA\342\200\231S observed 18 cots in safe condition, sanitize after each use, cots spaced to have access to a safe walkway, bedding is not in contact with other bedding.
Food Service:
Food bought from home is labeled with child\342\200\231s name and date. Two children have food allergies. Food allergies are documented in the child file and posted in the kitchen cabinet to the left of kitchen sink. Center participates in a food program.
Lead Water Testing:
Per teacher, lead water testing was completed last year. Teacher was unable to provide proof of lead water testing results.
Transportation:
Facility does not provide transportation.
Outdoor:
Activity space is physically separate from the space used by infants and school-age center component with a white picket fence and in good condition. Children\342\200\231s use of the outdoor play equipment was inspected for health, safety, good repair, and age appropriateness. Center has a shaded area, play-ground free from hazards and debris, play structure has fourteen swings
(anchored
), large play equipment with 2 slides, cushioning material, sandbox. LPA\342\200\231S observed grass area with play equipment. Per teacher, playground is checked and inspected daily. Center is free of flies or other insects and rodents.
Health Related Services:
Medications when used are inaccessible to children, child name and date on medication, parent written consent as required. Per teacher, there are no pre-school children on medication.
Facility Records:
LPA\342\200\231S observed the Roster to be complete and current, staff has current

Fire and Earthquake Drills log
last completed on 12/23/2024.
Mandated Report Training
were reviewed. Staff and infant files were reviewed and are in compliance.

Criminal Record Clearance - Child Care Centers
Facility representative was reminded that all adults 18 and over, including
employees and volunteers, except as specified in Health and Safety Code section 1596.871,
must obtain a criminal record clearance or exemption, or transfer their existing clearance or
exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00
minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a
maximum of 30 days per person will be assessed if this regulation is violated.
Lead Testing \342\200\223 Child Care Centers (CCC)
CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES:
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018,
requires all licensed Child Care
Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every
5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for
lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-
CCP). LPA verified that the lead testing was completed in accordance to the Written Directives
outlined in
PIN 21-21.1-CCP
.
Safe Sleep - Child Care Centers
LPA discussed the safe sleep regulations with facility representative and
discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed facility
of the importance of checking for recalled infant devices on the United States
Consumer Product Safety Commission (CPSC) website at

recommended they register all infant devices with the CPSC to be notified of any recalls on
their purchased equipment.
