What the inspector wrote

Licensing Program Analyst (LPA), Justin Dorsey met with Director Bobbi Dickinson today for the purpose of conducting a required - 1 year inspection of the infant center. Facility's hours are Monday through Friday, 6:00am to 6:30pm. Present today were 4 infants and 1 teacher. There is also preschool and school age licenses at this facility. Supervisor Alicia Flores later arrived to the facility. Furniture and equipment were inspected for age appropriateness, cleanliness and good repair. Telephone service ((760) 241-7800) was verified as well as heating, lighting, and ventilation. LPA observed age appropriate toys and materials. The infant component is separate from the preschool and school age components. Furniture and equipment were observed in good condition, free of sharp, loose, or pointed parts. While observing the infant napping area LPA Dorsey observed the children's cribs to have blankets in them. LPA Dorsey observed the children napping with these blankets. There is a refrigerator in the infant's eating area where bottles and containers of food are labeled with the infant's name and current date. The changing table is located in the infants classroom restroom. The Changing table, is within arms reach of sink. Disinfectants, cleaning solutions, medication and other items that are dangerous to children were observed to be inaccessible. LPA Dorsey observed the outdoor play area for the infants. The play area includes a concrete and wood chip area for the children to play. LPA Dorsey observed all outdoor toys and equipment were in good repair. LPA Dorsey did not observe any hazardous items in the infant play area. The facility has a kitchen located between the preschool and infant center. The Kitchen is made inaccessible by a latch near the top of the door. Cleaning solutions and disinfectants are kept locked under the sink in the kitchen. Per supervisor and director no children in care take any medications. Any medications will be stored in a lockbox in the facilities kitchen refrigerator. LPA observed kitchen food prep and storage areas to be clean and free of litter. Storage containers for solid waste, including moveable bins were observed to have tight-fitting covers that are kept on and in good repair. Chemicals and cleaning solutions are kept separate from the food in the kitchen. Teacher/child ratio was observed to be within regulations. Fire/earthquake drills are current. Mandated Reporter training for infant teacher teacher is current. The parent board was reviewed and has all of the required forms posted. Sign in/out binder was observed. Sign in/sign out sheets are located in the lobby. Staff #1 First Aid/CPR certificate was observed and found current (Expires: 01/2023). LPA observed fire extinguishers, smoke detectors and carbon monoxide detectors in operable condition. First Aid kit is located in the kitchen. Children's allergy and medications lists are located in the kitchen. LPA Dorsey observed staff and children files. File for Staff #1 was complete. LPA Dorsey found that the file for Child #4 was unable to be found. Per Director she will send proof when the file is found or created. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Licensee advised to regularly review Quarterly Updates. Facility was evaluated in accordance with licensing laws and regulations to ensure the health and safety of children. LIC 9213- Notice of Site Visit was given. Notice of Site Visit must remain posted for 30 consecutive days. Failure to do so will result in an immediate civil penalty assessment of $100. Exit Interview conducted and a copy of the report was read and provided to director Dickinson and supervisor Flores.
