What the inspector wrote

On September 22, 2022, Licensing Program Analyst (LPA) Babatunde Ibitoye, conducted a Case Management inspection in response to information received from the State Water Resources Control Board (SWRCB), Division of Drinking Water (DDW). LPA met with the Director Vincent Chelsea,LPA discuss the purpose of the inspection and entry was granted. Upon arrival there were 13 children observed, and 4 staff present today. During the inspection, LPA informed Director, the results provided from SWRCB, indicated the facility had elevated levels of lead in the water faucet/drinking fountain “A” located in the outdoors playground area , drinking fountain “A30” located in the Class room c , the Department was notified of the Action Level Exceedance (ALE), levels are at (A)-37.00 UG/L and (A30)-16.00 UG/L The SWRCB report listed facility inspected and collected sample on 8/13/2022 with lab testing number 467498 by Enthalpy Analytical. Director provided LPA a copy of the water analytical report from Enthalpy Analytical showing the elevated levels of lead in the water faucet/drinking fountain “A” located in the outdoors playground area and drinking fountain “A30” located in classroom c. LPA advised Director, all water outlets tested with an ALE level at the facility should be inoperable and children should be provided with an alternative water source. According to Director fountains were not being used since march 2020 till present, due to COVID-19 and prior to march 2020 the water fountain was tested for lead in 2018 and the results was normal. Per director children are provided with bottle water LPA observed bottle water in the classroom A ,C,D and in kitchen area . LPA observed all 2 fountains has been place out of order and inaccessible to children. Director stated the center will continue to provide children with bottle water to drink. Director stated center will contact the landlord to replace the water faucet/drinking fountain ‘’A’’ located in the outdoor playground and drinking fountain ‘’A30’’ located in classroom C by 10/22/2022 LPA informed the facility director that the facility will not be cited because the children are not drinking from the fountain ‘’A’’ located in the outdoor playground and fountain ‘’A30’’ located in classroom C. The Director is aware a copy of the licensing report (LIC809) and the Notice of Site Visit must be posted at the entrance of the facility for a period of 30 days. In addition, all parents/guardians of currently enrolled children, shall be made aware of this report and parents shall sign acknowledgment of the center water testing results effective 09/23/2022. An exit interview was conducted, appeal rights discussed, a copy of Notice of Site Visit, and a copy of this report was provided to Site Director, Vinson Chelsea on this date.
