What the inspector wrote

Licensing Program Analyst (LPA) Zirbes met with Licensee Chelsea Vinson for the purpose of conducting an unannounced Annual/Random inspection for the Preschool Center. During the inspection, LPA observed three toddlers with one teacher and one aide providing supervision and five preschool age children with one teacher, with additional Administrative and support staff available. Based on LPA observation the Center was meeting the ratio and capacity regulations during this inspection. The preschool age component is operated out of two classrooms (one is designated for napping), and the toddler component is also operated out of one classroom. The Center has a kitchen, staff restroom, staff office, an additional storage space, and outdoor activity space. The facility currently operates Monday through Friday 7:00am -5:00pm. Indoor/Children's Area: Child care center was observed to be clean, sanitary, and in good repair; all outdoor and indoor passageways, stair ways, incline, ramps, open porches and other areas of potential hazard are kept free of obstruction; floors of all rooms have a surface that is safe and clean. Cleaning compounds were stored in each classroom on inaccessible shelf's, and in locked storage spaces. LPA observed the indoor furniture/equipment was in good condition. Classrooms were free of flies, other insects and rodents. The classrooms had tables and chairs to meet the children's needs. LPA observed each classroom had a variety of art supplies, blocks, books, dramatic play, library space. Children's belongings are kept in cubbies labeled with the children's names. Trash cans for solid waste have tight fitting lids. Drinking water is readily available indoors via children's water cups which are filled from bottled water that is delivered to the Center. All materials and surfaces are toxic free, window screens in good repair and free of debris. LPA observed carbon monoxide detectors throughout the licensed space. Restrooms: Each classroom has a restroom with three toilets, and three sinks. The toddler classroom, was equipped with a changing table. Toilets and sinks were functioning properly, sanitary and are age appropriate. Paper towels and soap were available to the children. Report continued on page two Report continued from page one Meals: The families of the enrolled children provide lunch and the center provides two snacks. The kitchen areas was clean and sanitary at the time of this inspection. Napping: Cots are utilized for napping. Per conversation with the Licensee, the toddlers remain in the toddler room during nap time and the preschool children transition to a designated nap room. LPA and Licensee discussed the required 15 minutes safe sleep checks for children under 24 months of age. Outdoor: LPA inspected the outdoor play space for health, safety, cushioning material, good repair and age appropriateness. The space contained two outdoor activity spaces one for the toddlers and a second for the preschool children. The preschool area had three climbing structures. The climbing structures were placed on sand and were anchored to the ground. LPA observed the paint on the locked wooden shed in the outdoor activity space for the preschool children had chipping paint and the wood siding and trim was rough to the touch. Per Licensee, a work order was submitted in October 2024. LPA advised the Licensee to follow up on the work order and ensure the repairs are completed within the next 60 days. Per Licensee active supervision is provided while outdoors and the children are encouraged to stay away form the storage shed. A technical violation was issued. Facility Records Per LPA record review, the last emergency drill occurred in October of 2024. Child Files/Personnel Records: LPA reviewed five child files and five personnel records. Based on LPA review, all files were complete and contained the required documentation. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/ safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
