What the inspector wrote

On December 12, 2025, LPA Villa amended page 1 to reflect an accurate census of daycare children and add necessary information . Licensee explained that children are not permitted to play or remain in the front yard or porch area, except during routine pick-up and drop-off times or when children are transitioning to a vehicle because the group is leaving the premises for an outing. confidential interviews and the statements obtained during these interviews were consistent that Licensee or any staff have ever handled children rough. Allegation #2: During the visit conducted on 9/23/2025, LPA Garcia observed two children seated in booster seats while completing activities. As part of the investigation, LPAs Garcia and Villa conducted confidential interviews with staff members, children, and the Licensee to gather additional information regarding the use of seating equipment within the facility. The interviews produced consistent statements indicating that highchairs are used exclusively for infants and only for appropriate purposes such as feeding. Staff and the Licensee further explained that booster seats may be utilized for older children when necessary\342\200\224such as during craft activities, mealtimes, or other supervised daycare tasks\342\200\224to ensure the children are safely positioned and able to participate effectively. Based on the observations and the consistent information gathered, there was no indication that children were being inappropriately restrained. Allegation #3: Licensee handled children in a rough manner. During the investigation, LPA Villa conducted confidential interviews and the statements obtained during these interviews were consistent that Licensee or any staff have ever handled children rough. Licensee denied ever having hit any children in care. Based on the information gathered, and due to the conflicting nature of the statements provided, there was insufficient evidence to validate the allegation. Allegation #4: Licensee spoke inappropriately to children. During the investigation, confidential interviews were conducted with staff, children, and the Licensee. Interviews revealed that children are permitted to talk during mealtimes; however, staff use techniques to encourage small or quiet conversation. The Licensee explained this practice is intended to promote safety by reducing the risk of choking while children are eating, as well as minimizing accidental spitting that may occur when children talk with food in their mouths. The Licensee further stated that these measures are part of the facility\342\200\231s efforts to prevent the spread of illness and to maintain a clean and safe environment for all children in care. According to the Licensee, staff may remind children to focus on eating their food and to notify staff when they are finished so they can transition to the next scheduled activity. These reminders, as described by the Licensee and corroborated through interviews, are intended to support safety and structure rather than to speak to children inappropriately. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the above allegations are UNSUBSTANTIATED. Exit interview conducted with Licensee. A copy of this report, appeal rights and Notice of Site Visit were left with the Licensee.
