What the inspector wrote

On 02/08/2023 at 1:20 PM Licensing Program Analyst (LPA) Susan Brewer arrived at the facility to conduct an Annual Inspection in combination with a Case Management Inspection. The licensee has applied to increase her capacity to that of a Large Family Child Care Home. LPA was greeted by Licensee Anita Thurman-Olive, granted entry to tour the facility inside and out. LPA reviewed records and observed and/or discussed the following: Present were the licensee and 1 adult resident. Normal days and hours of operation are M/T/W/Th/F/Sat & Sun, 5:30 AM to 9:00 PM OFF-LIMIT AREAS INCLUDE: The Garage, Kitchen Pantry, Laundry Room, Entire 2 nd Floor and Outdoor dog run on West side yard. The inspection consisted of reviews of the following domain: Physical Plant, Care and Supervision, Records, Facility Administration, Staffing Ratio and Capacity, Personal Rights. The inspection found the facility to be in compliance in these domains. \302\267 The facility is operating within the licensed capacity and appropriate ratios. LPA S. Brewer, took a census of 5 children present on 02/08/2023. \302\267 The Licensee is present in the home and has ensured that children in care are supervised. \302\267 When temporarily absent from the home, the Licensee shall arrange for a substitute adult to care for and supervise children. The licensee is seeking to hire a qualified assistant. \302\267 A working telephone is present by cell phone. \302\267 Appropriate fire extinguisher in green on 02/08/2022, smoke detector and carbon monoxide detector are present and were tested by the Licensee Anita Thurman, during this inspection. \302\267 All hazardous items are inaccessible, this includes detergents, cleaning compounds, medications and other items which could pose a danger to children on 02/08/2023. \302\267 Storage of poisons is inaccessible to children and locked on 02/08/2023 \302\267 There is a properly barricaded fireplace on 02/08/2023. \302\267 No guns or weapons present as stated by the Licensee Anita Thurman. Licensee understands all guns, weapons and ammunition must be key locked separately and made inaccessible per Title 22 regulations. \302\267 Stairs are barricaded on 02/08/2023. \302\267 Home is clean and orderly, with heating and ventilation for safety and comfort. \302\267 Safe and appropriate toys and equipment are present for both indoor and outdoor activities. \302\267 Outdoor play areas are fenced and/ or appropriate supervision is present. \302\267 Verification of control of property on file. \302\267 Pediatric CPR and First Aid Card expire on 03/2023 \302\267 Health & Safety Certificate - completed on 03/02/2019. \302\267 Mandated reporter General: 07/17/2019; AB1207 Child Care Expires: 01/2025 \302\267 Fire clearance granted on 01/24/2023 by Redlands Fire Department. \302\267 Documentation of fire & earthquake drills to be conducted every six months: Last fire drill on 01/27/2023 at 2:30 PM, with 7 children present and lasted about 30 minutes. \302\267 There are no bodies of water, at this time. Licensee understands all bodies of water including ponds, above ground pools & spas, in-ground pools & spas, and some fountains must be properly covered or fenced per Title 22 regulations. The Department must be notified before and after installation of the above types of bodies of water. In addition, all wading pools or similar product must be emptied immediately after use and stored in an upright position. \302\267 Children\342\200\231s files are complete on 02/08/2023 \302\267 Staff\342\200\231s files are NOT complete on 02/08/2023. The licensee is in the process of hiring. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA Susan Brewer, discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. For additional information regarding the inspection and its tools and methods, please visit the Program website at www.cdss.ca.gov/inforesources/community-care-licensing/process . - Failure to meet the posting requirements shall result in an immediate $100 civil penalty. - Documentation of fire & earthquake drills to be conducted every six months - Responsibilities of being a mandated reporter: - Access to forms & Regulations for Family Child Care online at www.ccld.ca.gov - Responsibility to know the regulations for anyone providing care - Inaccessibility of hazards must be constantly reassessed depending on the children in care - Current facility\342\200\231s phone numbers must be on file with the licensing office at all times - Baby walkers, bouncy seats, exer-saucers and other similar items are prohibited - Once licensed , the Notice of Site Visit must be posted at the entrance of the facility for a period of 30 days. If a serious violation is cited, a copy of the licensing report (LIC809/LIC9099) must also be posted for 30 days. v The Duty Officer is available to answer questions Mon. \342\200\223 Fri. at 1-844-LET-US-NO (1-844-538-8766). The application for a Large Family Child Care Home will be submitted for approval with a maximum capacity of 12, or 14 with parent notification. During the exit interview, the Licensee Applicant Anita Thurman-Olive, confirmed that there are no Registered Sex Offenders living in the facility and/or using the facility address for their mailing address. No citations were issued. No civil penalties were issued. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Anita Thurman-Olive.
