PERSONAL RIGHTS
The licensee shall ensure that each child is accorded the following Personal Rights:(1) To be accorded dignity in his/her personal relationships with staff and other persons. This requirement is not met as evidenced by: Per staff acknowledgment and admission of the allegation, the facility failed to provide a safe learning environment by raised their voices "yelling" making children feel worried/anxious while in care. "This is an immediate Health and Safety risk for the children in care".

PERSONNEL REQUIREMENTS
Personnel Requirements:Childcare center personnel shall be competent to provide the services necessary to meet the individual needs of children in care and shall at all times be employed in numbers sufficient to meet those needs. This requirement was not met as evidenced by: LPA observed C1, C2 and C3 hitting each other and other children in care. Facility failed to rearrange staffing to ensure sufficient teacher/teacher aide(s) were present to meet the needs of the children in the class to protect the safety of children in care "This is an immediate Health and Safety risk for the children".
