Based on record review, the licensee did not comply with the section cited above in 3 out of 3 persons. There were no LIC627's or consent for emergency medical treatment on file for any of the daycare children. This poses/posed a potential health, safety or personal rights risk to persons in care.

ALTERATIONS TO EXISTING BUILDING OR GROUNDS
Based on observation, the licensee did not comply with the section cited above. During todays inspection, LPAs observed the children go into "Room 1" as well as "Kitchen" and "Laundry Room". All of these areas are placed as "off limits" and contain hazards, which pose an immediate health, safety or personal rights risk to persons in care.

OPERATION OF A FAMILY CHILD CARE HOME
Based on observation, the licensee did not comply with the section cited above. During the tour, LPAs observed "Raid" in the kitchen on the window sill directly above the dishes and sink. In the on-limits restroom, there were various "Clorox" cleaners under the sink. Although the door had a "latch", per Title 22 Regulations, these items must be behind a lock and key. Additionally, the laundry room had large containers of detergent and fabric softener on the floor, accessible to children. There were also fabric softener beads in a laundry basket full of clothes, in reach of children. In the window of the laundry room, there was liquid detergent without a lid, sitting tilted on it's side. These all pose an immediate health, safety or personal rights risk to persons in care.
