What the inspector wrote

Allegedly, staff did not ensure sleeping areas for infants were free from all loose articles and/or objects. Reportedly, staff put babies in cribs to sleep with bottles and blankets. Additionally, it was alleged staff with no units are left alone to care for infants with no other staff present. During the tour of the facility on 01/24/2025, LPA observed two cribs with loose articles and/or objects. One of the cribs had a sleeping infant, with a white cloth hairband laying loosely in the crib. Another sleeping infant was observed in the crib laying on their back with a pacifier in their mouth. The pacifier was attached to a string. Both above-mentioned observations are a violation of Title 22 Regulations. During record review on 01/24/2025, LPA confirmed three of the ‘lead staff’ in the infant classroom are not fully qualified to be in the classroom with the infants by themselves as each of the staff do not have all the qualifying units. LPA interviewed pertinent parties. Pertinent parties disclosed the three “lead staff” in the infant classroom work alternate schedules. Pertinent parties stated the three unqualified staff either work alone, without qualified staff, or with other unqualified staff. Based on LPAs observations. review of documentation and interviews conducted, the department has determined the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. California Code of Regulations, Title 22, are being cited on the attached LIC9099D. See LIC9099-D for deficiencies. Exit interview was conducted with assistant director, Gissel Pulido. A copy of this report, Notice of Site Visit, and Appeal Rights were provided. A notice of site visit must remain posted for 30 consecutive days.

    To be a fully qualified infant care teacher, a teacher shall have the following: Completion, with passing grades, of 12 postsecondary semester or equivalent quarter units in early childhood or child development education at an accredited or approved college or university. This was not met as evidenced by: three of the ‘lead staff’ in the infant classroom are not fully qualified to be in the classroom with the infants by themselves, as each of the staff do not have all the qualifying units. This posed/poses a potential risk to the health and safety to infants in care.

    Cribs shall be free from all loose articles and objects, including blankets and pillows. Pacifiers shall be allowed in the crib if the following provisions are in place: There shall not be anything attached to the pacifier. This was not met as evidenced by: LPA observed 2 infants sleeping in cribs, 1 with a white hairband in the crib, and another with a pacifier in their mouth with a string attached. This posed/poses a potential risk to the health and safety of infants in care.
