Inspector’s narrative

What the inspector wrote

In regards to the allegation that staff confiscated child's blanket during nap time, it was reported that a child was not able to have their blanket during nap time. Staff interviews disclosed that if children are playing with their blankets during nap time, they will be taken away, and given back to the children once they calm down. Staff interviews also disclosed that the blankets are not taken away from children as a punishment, but as a way to help calm the children down at nap time. Further, child interviews did not disclose if blankets were or were not taken away from them during nap time. However, child interviews did acknowledge that they use blankets during nap time to stay warm. In regards to the allegation that staff ignored a child's request to use the restroom, it was reported that a child was deprived of their right to use the restroom during nap time. Further, it was reported that a child had requested to use the restroom, but a teacher did not allow the child to do so, claiming it was inconvenient for the teacher. Staff interviews disclosed that in the "red room" during nap time, the procedure for children who need to use the restroom during nap time is as follows: the teacher from the "red room" would supervise the child walking over to the "green room". Then, the teacher from the "green room" will receive the child and allow them to use the restroom. Then, the child will walk back to the "red room", with both teachers supervising the child. Staff interviews also disclosed that the Directors or other available staff will also assist with helping children go to the restroom if needed. Child interviews also disclosed that there has been potty incidents at the facility, but did not specify why they have happened. In regards to the allegation that staff handled child in a rough manner, it was reported that a teacher was seen pulling the arms of several different children in care. The staff interview stated that there has been times where a child was about to throw themselves on the ground. So, the staff member stated that they would grab the child by the arm to prevent them from falling and hurting themselves, in which could look like their arms were being pulled. Child interviews did not disclose or corroborate the allegation. Continued on LIC 9099-C. This agency has investigated the complaint regarding the above allegations of Personal Rights.
