What the inspector wrote

On 01/26/2026 at 9:15 AM, Licensing Program Analyst (LPA) Tiffanie Diep arrived at the facility to conduct an annual inspection. LPA toured inside and outside of the home, reviewed records, and observed and/or discussed the following: \302\267 Licensee Lucy Cavero\342\200\231s primary language is Spanish and Licensee\342\200\231s adult child (C6) assisted with translation during the inspection. \302\267 Licensee\342\200\231s spouse/assistant (S1) was also present during the inspection. \302\267 Normal days and hours of operation are Monday through Saturday from 6:00 AM to 8:00 PM. \302\267 Off-limits areas include: all three bedrooms, the pool, and garage. \302\267 The facility was operating within the licensed capacity and appropriate ratios. \302\267 Appropriate supervision was provided during the inspection. \302\267 A working telephone was present with current number on file. \302\267 An appropriate fire extinguisher was present (4A60BC). A functioning smoke detector and carbon monoxide detector were present and tested by C6 during the inspection. \302\267 There is no fireplace in the home. \302\267 All hazardous items were stored inaccessible to children. \302\267 Toxins were not locked. LPA observed multiple cleaning compounds, including bottles of disinfectant solutions and sprays and cans of insecticide, in a cabinet underneath the kitchen sink with a magnetic latch. LPA observed additional cleaning compounds in a cabinet underneath the bathroom sink with a latch. All items indicate they are poisonous if swallowed. LPA discussed the requirement to ensure storage areas for poisons are locked with a key or combination lock. Continues on LIC 809-C Continued from LIC 809 (Page 2) \302\267 There are no weapons present in the home per Licensee. Licensee understands all firearms, weapons, and ammunition must be locked separately and made inaccessible to children in care according to Title 22 Regulations. \302\267 Facility is a one-story home. \302\267 Verification of control of property on file (Rental Agreement). \302\267 Property Owner/Landlord Notification (LIC 9151) on file. Licensee has not obtained a signed Property Owner/Landlord Consent Form (LIC 9149). Without this consent, Licensee understands that, once licensed, they can operate with a maximum capacity of 12 children. If property owner/landlord consent is obtained in the future, Licensee is advised that a new Application for a Family Child Care Home License (LIC 279) must be submitted with a change of capacity fee of $25 to increase the capacity and provide care to 14 children. \302\267 Facility sketches, Emergency Disaster Plan (LIC 610A), Earthquake Preparedness Checklist (LIC 9148), and Notification of Parents' Rights poster (PUB 394) were posted. \302\267 Preventive health and safety training was completed on 01/28/2022. \302\267 Pediatric CPR and first aid certification [not Emergency Medical Services Authority (EMSA) approved] expires on 09/04/2027. LPA informed Licensee that certifications are to be approved by EMSA. \302\267 Mandated Reporter Training certificate expired on 09/07/2025. LPA discussed the mandated reporter training requirement and Licensee was reminded to renew the course every two years. Continued from LIC 809-C (Page 3) \302\267 The backyard has an in-ground pool area that is surrounded by a wrought iron fence that is at least five feet high. LPA observed the gate to swing away from the pool. LPA did not observe the gate to self-close and self-latch. LPA observed the gate with a key lockable device that was locked at the time of inspection and is at least 60 inches above the ground. LPA discussed the requirement to ensure the gate self-closes and self-latches. Upon entry into the backyard, LPA observed a pool alarm in the pool that was turned off. Licensee turned the alarm on during the inspection and LPA verified the alarm was in working condition. LPA discussed the requirement to ensure the pool alarm is turned on and in working condition during the facility\342\200\231s operating hours while the swimming pool is not in use. LPA observed a life ring that measures at least 17 inches in diameter and a rescue pole with a body hook at a fixed length of at least 12 feet. LPA observed the life ring did not have a label approved by the United States (US) Coast Guard. LPA discussed the pool safety requirements and informed Licensee that life rings are to be approved by the US Coast Guard. Documentation of drowning prevention and pool equipment daily inspection logs was on file; last inspection was conducted on 01/26/2026. Licensee understands all bodies of water, including in-ground and above-ground pools, hot tubs, spas, and ponds, must be inaccessible to children in care and be properly covered or fenced according to Title 22 Regulations. The Department must be notified prior to installation of these and similar bodies of water. \302\267 Clean, safe, and age-appropriate toys were present in the living room. \302\267 A current roster of children was on file. LPA did not observe all necessary information on the roster, including the child\342\200\231s address and the name and telephone number of the child\342\200\231s physician. LPA discussed the requirement to maintain a completed roster at the facility. \302\267 Documentation of fire and disaster drills was on file; last drill was conducted on 10/17/2025. \302\267 Children\342\200\231s records were not complete. LPA did not observe Affidavit Regarding Liability Insurance for Family Child Care Home (LIC 282) forms were completed and maintained for four out of five children present. \302\267 Staff records were not complete. LPA did not observe Mandated Reporter Training certificate for S1. LPA discussed the mandated reporter training requirement and Licensee was reminded to renew the course every two years. LPA also observed pediatric CPR and first aid certification (not EMSA approved) for S1 expires on 09/04/2027. LPA informed Licensee that certifications are to be approved by EMSA. Continued from LIC 809-C (Page 4) \302\267 Licensee was informed of their reporting requirements and was provided with the Regional Office\342\200\231s Unusual Incident Reporting e-mail at UnusualIncidentReportsDO09@dss.ca.gov . \302\267 Licensee can submit transfer forms to associate new individuals or to disassociate someone from their facility via e-mail to Associations_Disassociations862@dss.ca.gov . \302\267 The Duty Officer is available to answer questions Monday through Friday from 8:00 AM to 5:00 PM at (951) 782-4200. \302\267 Resident and/or staff records reviewed during today\342\200\231s inspection indicate that all adults who require caregiver background checks have received all required clearances or exemptions. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of five days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. See attached LIC 9102 for advisory notes. Based on LPA\342\200\231s observations, interviews conducted, and records reviewed, deficiencies are being cited on the attached LIC 809-D. LPA Tiffanie Diep informed the licensee, Lucy Cavero, that this report dated 01/26/2026 documents two Type B citations as there were potential risks to the safety of children in care. An exit interview was conducted and report was reviewed with the licensee, Lucy Cavero. During the exit interview, Licensee confirmed that there are no registered sex offenders (RSO) living in the facility and LPA completed the RSO profile in the Field Automation System. A notice of site visit was given to Licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. A copy of Appeal Rights (LIC 9058) in Spanish was provided to Licensee.
