What the inspector wrote

On date and time listed above Licensing Program Analyst (LPA) Aman Lama arrived at the facility to conduct a case management- licensee initiated inspection. Licensee has requested to operate as a Large Family Child Care Home (FCCH). Present during this inspection was: licensee, Ming Li, and no children. LPA toured the facility, inside and out and the following was observed and/or discussed: Days and hours of operation are: Monday-Friday 8:00am-6:30pm. OFF-LIMIT AREAS INCLUDE: Kitchen and Garage on first floor, entire second floor and backyard. \302\267 Appropriate fire extinguisher, smoke detector and carbon monoxide detector were present& in working order- licensee has both, a dual smoke/co2 as well as a separate co2 detector. \302\267 Fire Clearance: was grated on 01/28/2026. \302\267 The home has a working telephone and phone number is on file. \302\267 All hazardous items are inaccessible and located in the off limit areas of the home, or appropriately stored behind a key lock or latch. \302\267 Per licensee, there are no guns or weapons present as of this date. Applicant understands all guns, weapons and ammunition must be key locked separately and made inaccessible per Title 22 Regulations. \302\267 Stairs are not barricaded; however, ages to be served are over the ages of 0-5 years old. \302\267 The fireplace located in the living room is properly screened. \302\267 Storage of poisons are inaccessible and properly stored either behind a latch, lock or in an off limit area. \302\267 Verification of control of property on is on file. \302\267 Facility Sketch and Emergency Disaster Plan are posted. \302\267 Pediatric CPR and First Aid Card - expires on: 02-07-2028 \302\267 Health & Safety Certificate - completed by licensee \302\267 Mandated reporter certificate expires: 09-03-2027 \302\267 No bodies of water observed on the home property at this time. Applicant understands all bodies of water including ponds, above ground pools and spas, in-ground pools and spas, and some fountains must be properly covered or fenced per title 22 regulations. Department must be notified before and after installation of the above types of bodies of water. All wading pools/ similar products must be emptied immediately after use and stored in an upright position when not in use. \302\267 Clean, safe and age-appropriate toys are available for indoor/outdoor activity. \302\267 There are no toxic plants observed in the on-limit areas of the home at this time and outdoor perimeter is secured with a fence and gates. \302\267 The licensee was reminded of their reporting requirements and is provided with the Regional Office\342\200\231s Unusual Incident Reporting email mailbox: UnusualIncidentReportsDO09@dss.ca.gov \302\267 The Duty Officer is available to answer questions Mon. \342\200\223 Fri. at 1-844-LET-US-NO (1-844-538-8766). Additionally, the following was discussed with the applicant(s): - AB 1207 \342\200\223 Mandated Child Abuse Reporting: \342\200\223 Requires all licensed providers, applicants to complete training as specified on their mandated reporter duties and to renew their training every two years. - Effective January 1, 2017 \342\200\223 Children under 2 years of age shall ride in a rear-facing car seat unless the child weighs 40 or more pounds OR is 40 or more inches tall. For additional information regarding car seat laws see www.chp.ca.gov As a REMINDER: when your child(ren) turns 18 years of age, you MUST SUBMIT an updated LIC279, LIC508 and TB Screen and have your child submit for LIVESCAN background clearance. Additionally, licensee is reminded of the following: - Failure to meet the posting requirements shall result in an immediate $100 civil penalty. - Documentation of fire & earthquake drills to be conducted every six months - Responsibilities of being a mandated reporter: - Access to forms & Regulations for Family Child Care online at www.ccld.ca.gov - Responsibility to know the regulations for anyone providing care - Inaccessibility of hazards must be constantly reassessed depending on the children in care - Current facility\342\200\231s phone numbers must be always on file with the licensing office Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. On this date, 03/02/2026 , the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility address. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters, and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/ and select the Child Care option to receive email communication. Licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee, Ming Li.
