Based on the observation, the Licensee did not meet the above regulation which poses an immediate safety risk to the children in care. During the facility tour the Licensee was unable to get the pool alarm to work properly. The Licensee tossed the life saving ring in the pool to cause waves and the alarm did not sound. The only time the alarm sounded is when the Licensee turned the pool alarm upside down in the water. The facility is not ulitizing the pool cover it was licensed with.
