What the inspector wrote

On the above noted date and time , Licensing Program Analyst (LPA), Diana Brasel conducted an announced Pre-Licensing inspection for a New License Upon arrival LPA checked in with the school sites main office and met with Facility Representative Nancy Cruz . Applicant requested to be licensed for 24 preschool children ages 3 through 5 years of age in room K-1. The facility indoor space measured for a capacity of 20 children, an updated LIC 200A was obtained at time of visit, requesting a capacity of 20 children. Hours of operation will be Monday - Friday 7:30 am - 3:30 pm with two sessions. AM session will be 8:00 am - 11:00 am and PM session will be 11:45 am - 2:45 pm. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Nancy Cruz that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Nancy Cruz stated that they will be in a locked cabinet above the sink area. A fully equipped first aid kit is located in a locked cabinet above the sink area. There is an operational carbon monoxide detector on site located in the room, K-1. All Licensing documents were observed posted in the entrance area of the room K-1. Staff will have binder for parents to see when signing in and out. Staff will meet parents/guardians at the gate labeled Entry 1 on the far side of playground off of the school parking lot to sign children in and out for both am and pm sessions. LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 725.89 , which is not sufficient to accommodate the requested capacity of 24 children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via a drinking fountain. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 06/20/2024 . LPA observed a total of 3 sinks and 2 toilets available for children\342\200\231s use. These are sufficient to accommodate the original requested capacity of 24 children, now the requested capacity will be 20 children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the teachers desk area. Facility will provide breakfast to the AM session children and lunch to the PM session. The children will receive their meals from the elementary school site cafeteria. The kitchen is located on the elementary school site. The facility currently has a fully fenced playground area. Fencing is chain link, which is at least four feet high. The total square footage for all the outdoor activity space exceeds 100 feet by 100 feet , which is sufficient to accommodate the requested capacity. The facility has submitted a playground waiver to use with the REESD staff and children. Shade is provided via trees and building hang over. T here are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground which appears to appropriate for the requested age range and is properly anchored. The facility representative has stated, she will speak with the elementary school site to see about obtaining documentation of the play structure for the age range. T here is adequate cushioning in fall zones of climber provided by wood chips . Drinking water is available via outdoor water fountains. LPA observed all hazardous items on the playground to be inaccessible to children. Facility Representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA reviewed with facility representative the LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. Criminal Record Clearance - Child Care Centers: Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.\342\200\235 APPLICANT KNOWS PROSPECTIVE CLIENTS WILL NEED IMS: This facility plans to provide Incidental Medical Services \342\200\223 IMS. Facility Representative understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
