What the inspector wrote

On the above noted date and time, Licensing Program Analyst's (LPA's), Diana Brasel and Griselda Castellon conducted an announced Pre-Licensing inspection for a New License. . Upon arrival, LPA met with Applicant Samridhi Batta, Director Emily Knowle, and Facility Representative Jennifer Bennett. Applicant is requesting to be licensed for (119) preschoolers (2-Kinder) in rooms Preschool #1 (109), Pre-K (126), Twaddlers (124), Preppers (122), Preschool #2 (128), and MBB (131). Applicant has requested to be licensed for (40) infants ages (6 weeks - 2 years of age) in rooms Infants A (105), Infants B (108), Toddler A (112), and Toddler B (114). There are (8) cribs available. Hours of operation will be Monday- Friday 6:30 am - 6:30 pm. Preschool room 126 and Infant B108 were not set up to receive children. Applicant understands that children may not be in those rooms until they are properly setup, and the department has approved them. Applicant also understands that they must maintain enrollment limited to current space available. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Applicant Samridhi Batta and Director Emily Knowles that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, they will be stored in the directors office, stated the director. A fully equipped first aid kit is located in a cabinet in the reception area. There is an operational carbon monoxide detector on site located within the fire alarm system located throughout the facility. All required licensing documents were observed posted in the reception area. Children will be signed in and out in the reception area using their system called of Show-n-Tell, a back up binder will be available if the system is down. LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured for infants is 1530.82, which is sufficient to accommodate the requested capacity of (40) children and 4571.58 for preschool children, which is sufficient to accommodate the requested capacity of (119) children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via children's brought water bottles filled with filtered water from school site. LPA observed all hazardous items to be inaccessible to children. Fire clearance was granted on 01/22/2025. LPA's observed a total of (3) sinks and (4) toilets (2 are potty chairs) available for infant children's use, these are sufficient to accommodate the requested capacity of (40) children. LPA's observed a total of (15) sinks and (8) toilets for preschool children's use, these are sufficient to accommodate the requested capacity of (119) children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be located next to the reception area. Facility will provide am snack, pm snack, and lunch. The kitchen area currently includes 3 sinks, an industrial refrigerator and freezer, 2 rice cookers and 3 convection ovens. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via a locked door. The facility currently has a fully fenced playground area. Fencing block wall, wrought iron and chain link separating the two playgrounds, which is at least four feet high. The total square footage for the outdoor activity space for the infants is 2250.00, which is insufficient for the number of children being requested. A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be approved prior to licensure. The total square footage for the outdoor activity space for the preschool is 5552.00, which is insufficient for the number of children being requested. Shade is provided via built in canopies and awning covers from the building structure for both playgrounds. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the infant playground, labeled 6 months - 23 months and on the preschool playground the structure is labeled 2-12, both structures are properly anchored. There is adequate cushioning in fall zones of climber provided by artificial turf. Drinking water is available via drinking fountains. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant Samridhi was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. High chairs and feeding tables have broad-based legs, plastic seats are in good repair and trays lock onto chairs. High chairs are made of washable, moisture-resistant material. Changing tables have at least 1\342\200\235 padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3\342\200\235 high and the changing table is within arm\342\200\231s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. There are 8 cribs which meet regulatory requirements. Crib area is separated from activity space via plexiglass wooden barrier. This barrier is at least four feet high, made of sound absorbing material and allows for supervision of napping children. Sleep logs are kept in infant rooms. Needs and Services Plans and Sleep Plans are kept in infant room. There is at least one potty chair or toilet for every five infants. Applicant and Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see PIN 22-02-CCP . A Plan of Operation that includes IMS must be submitted to the Department. LPA also informed applicant and director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. MyChildCarePlan.org--Child Care Centers and Family Child Care Home: Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. LPA reviewed with applicant and director the LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). The following corrections are needed prior to the issuance of the license: 1. The requested playground waivers for both infant and preschool shall be approved using a time schedule. A license for (40) infants ages 6 weeks - 24 months and (119) preschool children ages 2-Kinder will be granted upon a final file review and completion of correction. Exit interview conducted and report was reviewed with the applicant, Samridhi Batta. Applicant Samridhi Batta understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
