What the inspector wrote
On the above noted date and time, Licensing Program Analyst (LPA), Diana Brasel conducted an announced Pre-Licensing inspection for a new license. Upon arrival, LPA met with Applicant

. Applicant is requesting to be licensed for (30) preschoolers ages 2 through 5 in preschool room 1 and 2 and (19) school-age children ages K-12 in school-age room 3 and 4.
Days and Hours of operation will be Monday - Friday 6:00 am - 8:00 pm. Saturday and Sunday 6:00 am - 8:00 available via appointment only.
All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Xiaofei (Andrea) Guo Applicant that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site,

stated that they will be stored in the school office in a locked cabinet. A fully equipped first aid kit is located in school office. There is no gas in the kitchen area or building that the preschool will be using. All required licensing documents were observed posted on the outside in an enclosed cabinet. Children will be signed in and out at their appointed classroom and will be using Procare system.
LPA observed a total of (2) sinks and (2) toilets available for preschool children\342\200\231s use. There are (8) sinks and (9) toilets available for school-age use. These are sufficient to accommodate the requested capacity of (30) preschool children and (19) school-age children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the school office.
LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured for preschool 1124.61, which is sufficient to accommodate the requested capacity of (30) children. Total indoor activity space measured for school-age 1152.42, which is sufficient to accommodate the requested capacity of (19) children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via filtered water with disposable cups. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 6/13/2025
Facility will provide am and pm snack, optional breakfast and lunch for fee, otherwise parents will provide. The kitchen area currently includes a refrigerator/freezer, sink, dishwasher, microwave, and rice cooker. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via locked door.
The facility currently has a fully fenced playground area. Fencing block wall and wrought iron that is at least four feet high. The total square footage for all the outdoor activity space is 5278.28, which is sufficient to accommodate the requested capacity of (30) preschool children and (19) school-age children. A playground waiver to share the playground at different times in the AM and PM due to the facility having the one large playground shall be submitted and approved prior to licensure. Shade is provided via two large trees. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for children ages 2-12, which is properly anchored. There is adequate cushioning in fall zones of climber provided by rubber matting and sand. Drinking water is available via filtered water with disposable cups. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant

was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.
For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).
Criminal Record Clearance - Child Care Centers:
Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA reviewed with applicant the LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted.
The needed missing and or corrected documents were reviewed and obtained at time of visit.
The following corrections are needed prior to the issuance of the license:
1. An approved granted waiver for the preschool and school-age children to share the outdoor
playground using a time schedule.
2. Proof that the off limits restroom accessible from the school-age rooms 3 & 4 have been made
inaccessible, shall be submitted.
3. Proof that the play kitchen in preschool room 2 has been anchored, shall be submitted.
4. Proof that the 3 rusty bolts and 4 hooks located in the block wall next large have been removed, shall
be submitted.
5. Proof that the wrought iron gate located outside of classroom 3 accessing the playground that has
rust on it has been repaired, shall be submitted.
