What the inspector wrote
On the above noted date and time, Licensing Program Analyst (LPA), Diana Brasel conducted an announced Pre-Licensing inspection to add an infant component to the facilities current licensed components. The facility will become a single license upon completion of adding the infant component. Currently the facility holds a license for Preschool #364819909 and School-age #364820123. Upon arrival, LPA met with Licensee/Owner Robert Parada and Stella Ehinlaiye Director. Licensee originally requested to 24 infants, 24 toddler option children, 74 preschool children, and 26 school age children. Upon completion of todays visit the licensee is now requesting to be licensed for (16) infants ages
6 weeks - 2 years of age in room 5, (97) preschooler children ages 2-5 in rooms 1, 3, 4, & 6, (25) school-age children ages 5-12 in room 2. Monday - Friday 6:00am - 6:00pm.
All indoor and out door activity space utilized for the children was inspected today.

that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site,

stated that they will be stored in the office. A fully equipped first aid kit is located in office. There is an operational carbon monoxide detector on site
located each room and kitchen. All required licensing documents were observed posted in the lobby. Children will be signed in and out at lobby. The facility uses Brightwheel.
LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured for infants 626.92, which is sufficient to accommodate the requested capacity of (16) children, for preschool 3395.24, which is sufficient to accommodate the requested capacity of (97) children, school-age 881.46, which is sufficient to accommodate the requested capacity of (25) children, LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via bottled water put into children's brought water bottles. The facility has cups if needed. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property.
Fire clearance was granted on 6/18/25. A new granted Fire Clearance will be needed to reflect the updated requested capacity's, children's age ranges, and classrooms. LPA will request support staff to generate a new STD 850 using the updated LIC 200A provided on this date.
LPA observed a total of (3) sinks and (2) toilets available for infant children\342\200\231s use, (11) sinks and (7) toilets for preschool children's use, (2) sinks and (2) toilets for school-age children's use. These are sufficient to accommodate the requested capacity of (16) infant children, (97) preschool children, and (25) school-age children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the staff restroom located near the office.
Facility will provide am and pm snack for all programs. Parents are required to provide their children's lunch. The kitchen area currently includes a sink, stove/oven, microwave, refrigerator/freezer, stackable washer & dryer. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via a locked door.
The facility currently has a fully fenced playground area. Fencing is wrought iron and is at least four feet high. The total square footage for all the outdoor activity space for infants is 1487.3, 12162.00 is for preschool, and 11712.5 for school-age, which is sufficient to accommodate the requested capacity. LPA used original outdoor measurements taken during the original pre-licensing visit, no changes have been made to the outdoor playgrounds. Shade is provided via a large tree for the infant, a large canopy and trees for preschool, school age a slatted patio cover and trees. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the preschool and school-age playgrounds, which are age appropriate, properly anchored and previously approved. There is adequate cushioning in fall zones of climbers provided by sand in both playgrounds. Drinking water is available via children's water bottles filled with filtered water. LPA observed all hazardous items on the playground to be inaccessible to children. Licensee and Director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.
High chairs and feeding tables have broad-based legs, plastic seats are in good repair and trays lock onto chairs. High chairs are made of washable, moisture-resistant material. Changing tables have at least 1\342\200\235 padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3\342\200\235 high and the changing table is within arm\342\200\231s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via wooden wall with plexi glass. This barrier is at least four feet high, made of sound absorbing material and allows for supervision of napping children. The facility has 11 cribs. Sleep logs are kept in the infant room. Needs and Services Plans and Sleep Plans are kept in infant room. There is at least one potty chair or toilet for every five infants.
If the facility has had a lead test completed within the last five years, (02/21/23) and is using the same outlets, you may submit a waiver request from the lead testing requirement to the Regional Office.
LPA reviewed with licensee and director the LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted.
Licensee was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
Currently the facility does not have a IMS plan or children enrolled that are using IMS.
