What the inspector wrote
On the above noted date and time, Licensing Program Analyst (LPA), Diana Brasel and Griselda Castellon conducted an announced Pre-Licensing inspection for a new license. Upon arrival, LPA met with Applicant/ Owner Fanny Topete. Applicant is requesting to be licensed for (14) infants ages 0-24 months in room 4, (80) preschoolers (2-TK) in classrooms 2,3,5, and 6, and (18) school-age children ages K-10 in room 1. Monday-Friday 7:00 am - 5:30 pm.
Upon completion of today's visit and measuring the requested capacity's have been updated to (12) infants ages 0 - 24 months, (73) preschool children ages 2 through Kinder, and (15) school-age children ages Kinder - 10. An updated LIC 200A was obtained. The infant program has 4 cribs.
All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Fanny Topete that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. The facility will not be administrating medications per parent handbook. A fully equipped first aid kit is located in each classroom. There are hard wired operational carbon monoxide detectors on site and a plug in carbon monoxide located near kitchen. All required licensing documents were observed posted in the multipurpose room next to office. Children will be signed in and out in the multipurpose.
Fire clearance was granted on 10/22/2025.
Applicant has stated, (see correction needed) two potty chairs will be purchased, allowing at least one potty chair for every five infants. LPA observed a total of (1) sink, two potty chairs, and one changing table available for infant children's use. LPA observed a total of (6) sinks and (5) toilets for preschool children's use. LPA observed (1) sink and (1) toilet for school-age children's use. These are all sufficient to accommodate the requested capacity's. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the office and will use the designated staff restroom.
LPA's continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space for infants measured 513.26, which is sufficient to accommodate the requested capacity of (12) children. Preschool 2558.55, which is sufficient to accommodate the requested capacity of (73) children. School age measured 606.60, which is sufficient to accommodate the requested capacity of (15) children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via filtered water put into their own brought water bottles, the facility will have paper cups if needed. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property.
Facility will provide am and pm snacks, parents will provide their own children's lunch. The kitchen church kitchen will be used for needed washing of food utensils and all snacks will be stored in the library / multipurpose room located next to the office. The kitchen area is free of rodents and/or vermin. All hazardous and cleaning products will be stored in a lockable closet located in the library / multipurpose room located next to the office.
For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).
The facility currently has a fully fenced playground area. Fencing is a block wall and wrought iron which is at least four feet high. The total square footage for the infant outdoor activity space is 989.00, which is sufficient to accommodate the requested capacity. The total square footage for preschool outdoor activity space is 9095.00, which is sufficient to accommodate the requested capacity. The total outdoor square footage for school-age is 3634.00, which is sufficient to accommodate the requested capacity. Shade is provided on the infant playground via a large canopy (to be purchased see correction needed), on the preschool playground there is a large tree and a permanent canopy, on the school-age playground there are large trees and the building overhang. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. Drinking water is available via outdoor drinking fountain. LPA observed all hazardous items on the playground to be inaccessible to children. Owner/director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.
High chair and feeding chairs have broad-based legs, wood seats are in good repair and trays lock onto chairs. High chairs are made of washable, moisture-resistant material. Changing table has at least 1\342\200\235 padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3\342\200\235 high. (correction needed for a designated adult sink for the changing table-to be purchased and installed) Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is not completed on today's visit (see correction needed) a block wall with a gate will be installed per applicant to separate the napping area from the space. The barrier will be at least four feet high, made of sound absorbing material, if the wall is solid direct supervision will needed for napping infants. Sleep logs are kept in the infant room. Needs and Services Plans and Sleep Plans are kept in infant room.
Owner/Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Playgrounds:
Infant:
1. Proof that the completion of needed four foot fence/barrier has been installed on the
playground.
2. Proof that all rusted areas on the wrought iron fence has been repaired.
Preschool:
1. Proof that all needed repairs to the wooden out playhouse have been completed- chipped
paint, splintered wood, exposed nails and that the indoor flooring is flush.
2. Proof that all post located on the outdoor preschool area with chipped paint or wood have
been either replaced or repaired.

School-age:
1.
Proof that the broken wrought iron fencing facing Monte Vista Avenue has been repaired.
2. Proof of some type of barrier on either side of the building identified as school-age and
preschool classrooms has been installed.
The facility will need an approved granted waiver for the preschool children to cross through the school-age playground to access the preschool playground. The waiver shall include a time schedule to show the preschool children will not access the school-age children playground when school-age children present on the playground.
All remaining missing or needed updated documents for the pending application shall be submitted prior to licensure.
Owner/director understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
