On Thursday March 5, 2026, at 2:10 PM, Licensing Program Analyst (LPA) Giovanni Cristales met with Licensee\342\200\231s Orbelina Moran, and Hilda Gonzalez, who guided the analyst on a facility tour. The purpose of the inspection is to conduct an unannounced Annual/Random Inspection. Licensee\342\200\231s are licensed to provide care and supervision for a Large Family Child Care for a capacity of up to 14 children. LPA toured the areas of the home utilized for the Family Child Care to ensure the home follows Community Care Licensing Title 22 Regulations. Present during the time of this inspection are Licensee\342\200\231s, and five (5) children in care. Family members residing in the home include three (3) adults, Licensee\342\200\231s Orbelina Moran, Hildan Gonzalez, Licensee\342\200\231s husband, and one child. All adults residing in the home have a Criminal Record Clearance. Days/hours of operation are Monday through Friday, 6:00AM \342\200\223 6:00PM. Physical Plant: This is a single-story home with 3-bedrooms, 3-bathrooms, kitchen/dining area, living room, family room, laundry, storage room (converted to room), garage (converted to room with bathroom), front and backyard which is divided into two sections (side #1, children\342\200\231s section and side #2, off-limits area) . There are no pool/spas or bodies of water on the premises. LPA did not observe any bodies of water on the premises. Main care is provided in the living room area, bathroom #1, bedroom #1 (napping), and backyard (children\342\200\231s section, S#1). The bathroom is in the hallway to the left. The home is clean and orderly; the home was inspected inside, for safety, comfort, cleanliness, telephone service (cell), heating and ventilation, inaccessibility to poisons, detergents/cleaning compounds, (made inaccessible in off-limits laundry room, safety knob) . Medicines (made inaccessible in off-limits master bedroom) . LPA observed safe and age-appropriate toys, TV with education programming, playing equipment and materials. No recalled and prohibited toys or sleep/ play equipment were observed on the premises. All windows are free of cracks, bugs, or debris. Per Licensee\342\200\231s when a child becomes ill, the isolation area is in family room area, until the parent can pick up the child. Off limit areas: Include bedrooms #1 - #3, bathrooms #2 - #3, laundry room (key locks) family room and kitchen (metal gate barriers) , garage (converted to room with bathroom), and backyard (S#2) . Kitchen Off-limit : Home has a clean and fully stocked refrigerator/freezer, stove, microwave and toaster over. No accessible or observed chemicals and cleaning solutions during inspection. Chemicals and cleaning solutions were observed to be (inaccessible in off-limit laundry room). Hazardous items, sharp knives and sharp utensils (inaccessible to children on top of counter to the right of stove) that can pose danger to children. Licensee\342\200\231s provide own meals, breakfast, lunch, snacks and dinner, Bathroom #1 : LPA observed the bathroom. Toilet, sink, and shower tub were clean, sanitized, and free of hazards . The following are inaccessible: Sharp items, mouthwash, shampoos, razors, nail polish, etc. LPA observed toilet and faucet to be in operable condition. LPA observed cabinet underneath the sink to be inaccessible (magnetic lock). LPA did not observe any chemicals or poisons underneath sink cabinet. Napping: Per Licensee\342\200\231s bedroom #1 is used for napping. Licensee\342\200\231s provides mats, and playpen\342\200\231s (3), enough for children to nap on. Outdoor Side #1: The backyard is divided into two sections, one for childcare, and one that is off limits. The backyard is completely fenced (wood fencing) . The yard consists of cement and turf for proper playing. LPA observed a shed structure located in the middle of the yard providing shade. There is a wooden slide structure, octagon climbing structure, and age-appropriate toys. Advisory/Other: CPR/First Aid, Expires: ( 8/28/2027) . Mandated reporter, Expires: (2/18/2028). Electrical outlets (are inaccessible with plastic plugs) . Windows do not have blinds. The smoke and carbon monoxide detectors are in operable condition. First Aid kit was observed to be full of supplies readily available (scissors), and fire extinguisher (2A40BC) located upon entrance door to the left being fully charged with the needle in the green. Per Licensee\342\200\231s there are no weapons/firearms in the home, nobody smokes in the home. Per the Licensee\342\200\231s, transportation is not provided currently. Per Licensee\342\200\231s, there are 2 dogs. The dogs do not interact with children, and the dogs are vaccinated (off-limit outdoor, S#2) . LPA observed A.C. unit in the off-limit back yard (S#2). LPA observed documents to be posted in a prominent, publicly accessible area upon entrance to the left; (License, PUB 394, Earthquake Preparedness, facility sketch, to be complete and current. Emergency Disaster Plan and verification of fire and earthquake drills ( 2/10/2026 @ 3:30pm ). The following was discussed with the Licensee\342\200\231s: Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters, and other important information communication platforms. Licensee\342\200\231s were reminded that 100% supervision is required at all times to children in care; Licensee\342\200\231s were made aware that it is their responsibility to know the regulations as well as anyone who assists in providing care; Licensing must have the facility\342\200\231s phone number at all times; if the phone number is changed, licensing must be notified; Regulation prohibits the smoking of any kind during the operation of the day care. Licensee\342\200\231s were advised of the requirement to report Unusual Incidents. A report shall be made to the department by telephone or fax during the department's normal business hours before the close of the next working day following the occurrence during the operation of family day care home. In addition, a written report shall be submitted to the department within seven days following the occurrence of any events specified above. Licensee\342\200\231s was informed to utilize the Unusual Incident Report/Injury Report LIC624B when submitting the report to the department (unusualincidentreport@dss.ca.gov) . Any duly authorized officer, employee, or agent of the Department shall, upon presentation of proper identification, inspect the facility. The Licensee\342\200\231s shall permit the Department to inspect the family childcare home and to privately interview children or staff, to determine compliance with or to prevent violations of family childcare laws or regulations, also enter and inspect any place providing personal care, supervision, and services at any time, with or without advance notice, to secure compliance with, or to prevent a violation. Prior to making alterations or additions to a family childcare home or grounds, the Licensee\342\200\231s shall notify the Department of the proposed changes, including, but not limited to, the following: Conversion of a garage (either attached or detached) into a "childcare" room; Room additions to the family childcare home. Any change from an area of the family childcare home previously identified as "off limits" to an area where care and supervision will be provided to children in care. The Licensee\342\200\231s shall provide the Department with a copy of an inspection report when an inspection is required by the local building inspector as a result of the alteration, addition or construction. Criminal Record Clearance- FCCH - Licensee\342\200\231s were reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Incidental Medical Services (IMS) \342\200\223 FCCH - Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22- 02-CCP . When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Per Licensee\342\200\231s, there is no IMS provided. MyChildCarePlan.org \342\200\223 FCCH - Licensee\342\200\231s was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Megan\342\200\231s Law - FCCH - On this date, 2/17/2026 , the California Attorney General - Megan\342\200\231s Law website was verified for information on sex offenders which required to register with local law enforcement under California's Megan's Law. There are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. No deficiencies in today\342\200\231s visit in accordance with Title 22 of the California Code of Regulations and/or Health & Safety codes. Notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. An exit interview was conducted, and the report was reviewed with Licensee\342\200\231s Orbelina Moran, and Hilda Gonzalez, along with a copy of the Appeal Rights.
