What the inspector wrote

On April 16th, 2026 at 2:04pm, Licensing Program Analysts (LPA) Evelyn Chacon and Annelise Villa conducted an unannounced/random inspection. LPA’s met with licensee Mirna Garcia and advised her on the purpose of the inspection. Licensee provided LPA a tour of the home inside and outside. There were four (4) children in care at the time of the inspection. LPA verified all adults in the home have been background cleared. Licensee has a one–story house with 4 bedrooms, 2 bathrooms, a living room, a family room, a dining room, kitchen, a laundry room area, and a garage. Licensee uses front family room, living/dining area, kitchen, bathroom one (1), and backyard for day care use. Off limit areas include all bedrooms, laundry room, one bathroom, and garage are off limits to children in care. LPA’s observed knives/sharps, toxic/cleaning supplies under the sink in a locked cabinet. LPA observed age-appropriate toys and furniture readily accessible inside childcare home. A Technical Violation was given as LPA’s observed infant walkers/bouncers. Licensee stated a child’s mother brought them and would ask to have mother take them back. LPA observed all proper posted documents in an accessible area of the home. Licensee stated they do not have firearms, ammo, or bodies of water on the facility. During the tour of the facility, Licensee observed a 2A10BC fire extinguisher purchased in 2025 within the appropriate range . . Fireplace was covered with a gate making it inaccessible to children in care. Smoke/carbon monoxide detectors were tested and were heard to be in working order. Licensee stated that the facility does not provide Incidental Medical Services (IMS). Licensee stated if children are sick they will be isolated in area of living room until parents pick them. The outdoor area is enclosed with fencing all along backyard. Shade is accessible and storage areas are properly secured. LPA observed age-appropriate toys and tricycles. Licensee stated water is made readily available for children. LPA reviewed sampling of children and staff files and found them to be current. Licensee’s Mandated reporter certificate was current and expires 10/206. Licensees Husband/Assistant Mandated Reporter was current and expires 10/2026. Licensees Pediatric CPR/First Aide was current and expires 01/26/2027. Licensees Husband/Assistants Pediatric/ First Aide was current and expires 5/19/2026. Last emergency drill was conducted on 2/5/2026. LPA conducted closing script and notice of site was given and must be posted within 30 days. Licensee [or facility representative] was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and ­ resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed . For IMS information see PIN 22- 02-CCP . When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee [or facility representative] was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee [name], confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
