Based on observation and interview, the licensee did not comply with the section cited above which poses/posed a potential health, safety or personal rights risk to persons in care. LPA observed children in off-limits back yard. LPA observed nails, screws, tools, other hazardous items accessible to the children in the back yard which poses a potential health and safety hazard.
