What the inspector wrote

Licensing Program Analyst (LPA) Babatunde Ibitoye met with Patricia Jacobs for the purpose of conducting a Required 1- Year inspection for an Infant component. There are 5 children present upon arrival with 2 teacher in classroom . This facility sits on the corner of Manhasset and Tussan Ranch Road. The facility consist of 5 classrooms, Staff Room, Office space, 4 bathrooms. and the outside play area. The Center also Licensed for a Preschool component (X367750031) and a School age component (X367750030) on the same premises. The Infant component occupied (when facing the entrance area) the left rear area. Days/hours of operation is Monday through Friday from 6:00 am to 6:30 pm. INDOOR ACTIVITY SPACE : There are a variety of age-appropriate equipment, toys and materials in good condition and in sufficient quantity to allow children present to fully participate in planned activities. Telephone service, heating, lighting and ventilation were evaluated. LPA observed individual storage areas for Infants belongings; The child care center was toured and found to be clean, safe, sanitary and in good repair to ensure the safety and well-being of children, employees and visitors; Indoor activity space for infants is physically separate from space used by the Preschool children and School age children. Disinfectants, cleaning solutions, all potential hazardous that could pose a danger if readily available to children were stored and inaccessible to children. Per Director, the isolation area (located in the front office area) is equipped to isolate and care for any child who becomes ill during the day. LPA observed a changing table in arms reach of a sink, padded surfaces at least 1 inch thick, Per Director changing table are disinfectant after each changing; There are separate staff bathroom located in the hallway. Water temperature is set on a regulated system to ensure a water , temperature of no more than 120 degrees(F) Sign-in and Out Procedure: Center utilized Book sign in and out procedure NAPPING: Center has emergency e vac uation cribs available, cribs are set up in a separate room that has a glass door which allows staff to see into the infant room, in addition, a staff person remain inside the crib room when Infants are sleeping. LPA also relayed Safe Sleep requirements. Director should refer to regulation 102425(J) for documentation requirement including form (LIC 9227) for documentation. Bedding are stored individually so that each child's bedding is identifiable and no child's used bedding comes into contact with other bedding. Each infant's bedding are used for him/her only. Bedding are changed daily, or more often if required. Per Director Mattresses are wiped with a detergent/disinfectant daily or when soiled or wet; crib mattress are maintained in a safe condition with no exposed foam, batting or coils. LPA verified there is at least 1 staff person present with current CPR and First Aid training (exp. 09-02-22) *Snack/lunch menus, Allergy list were reviewed and posted. Food and snacks were reviewed for availability, quantity, proper storage, and appropriateness to children in care. Food preparation areas were toured for safety, cleanliness and proper equipment. *Disinfectants, cleaning solutions, poisons and other items that are dangerous or hazardous were inaccessible to children and stored in storage locked cabinet. **Teacher/child ratio observed, care and supervision was Observed, children's records were reviewed, parent board observed and fire drills are current. Fire extinguisher operable. *Trash cans/storage containers for solid waste had tight-fitting covers that are kept on, and in good repair. *First Aid supplies were inventoried, a review of medication policy, including administering, labeling, and storage. *Telephone service, heating, lighting and ventilation were evaluated. *Outdoor area and equipment was inspected for safety all good repair and age appropriate There are no bodies of water on the premises. ADMINISTRATION: * Site Director is aware that the Department has full inspection authority as specified in Health and Safety Code 1596.852, 1596.853, and 1596.535. *There were no excluded individuals present; staff present were fingerprint cleared and associated, A review of medication policy indicated that prescription medication is administered only with parent's written permission. The Director administers medication and documents the dosage, date and time onto a log. Medication is properly labeled and stored in its original container. LPA discussed the following: Senate Bill AB 633 - Child Care Facilities: Parent Notification Requirements Summary: This bill amends Health and Safety Code (HSC) sections 1596.859, 1596.8595, 1596.8895, and 1597.05 to improve the transparency of licensing records and to ensure that parents/guardians using a licensed child care facility (Center or family child care home) are aware of situations that present the greatest danger to children. These situations include: \302\267 Serious health and safety violations resulting in Type A citations; \302\267 Non-compliance conferences; or Efforts by the Department to revoke a facility\342\200\231s license. Each report (documenting a Type A citation) shall remain posted for 30 days along with the Notice of Site Visit (printed out during this inspection). Failure to meet the posting requirements shall result in an immediate civil penalty. In addition, all parents of currently enrolled children and any newly enrolled child for the following 12 months shall receive a copy of report and sign the LIC 9224 acknowledging receipt. Civil Penalty assessments will be assessed if all above requirements are not adhered to .Center was found to be operating within its specified ratio and capacity. There are no deficiencies are being cited in accordance to Title 5 of the California Code of Regulations and/or Health & Safety codes Notice of Site Visit has been posted (LIC9213). The notice shall be posted for 30 consecutive days. Failure to maintain posting as required will result in a $100.00 civil penalty. Copies of this report must be posted for 30 days in visible location the authorized representatives of children. Exit interview conducted with Director Patricia Jacobs. A copy of the Appeal Rights (LIC 9058) were given and explained. Director signature on this form acknowledges receipt of these rights.
