What the inspector wrote

On August 18, 2025, Licensing Program Analyst (LPA) Calloway made an unannounced inspection to the above facility for the purpose of conducting an Annual Random inspection. LPA arrived and the site director was not at the center but arrived later during the inspection. LPA met with facility representative who granted access. LPA and representative toured the facility inside and outside. LPA observed two-day care children and one staff. One day care child was napping aged one years old and one active day care child. The children were 6 months and 1 years old. Representative stated that the 1-year-old napping child can climb out of the crib and parents feel safe with them on the cot. The facility is open from 6:00 am to 6:30 pm. Monday-Friday. All employees, 18 years and over have a Criminal Record Clearance (DOJ/FBI) and Child Abuse Central Index Clearance and are associated with the facility. Physical Plant: There is one clean and safe classroom, the telephone service, heating, ventilation, and lighting are adequate. The daily schedule and activities were posted. The weekly lesson plan was posted for the week before. Representative stated the teacher had an emergency and did not have a chance to post the current lesson plan. There are cubbies for children's belongings that are labeled with their names inside the classroom. The furniture, books, equipment, toys, and materials were appropriately aged and not damaged. There were activity rugs inside the room for play. Representative stated the rugs are cleaned once every three months. LPA observed a water prep machine; bottles are made as needed. LPA observed five cribs and several cots. There were four highchairs and a diaper changing table, diaper genie, and a hand washing sink nearby that was functioning properly with soap and paper towels. Representative stated the bedding is stored separately and washed daily and parents supply the diapers and the wipes. First Aid Kits were in each classroom in a red backpack. There is not a separate Emergency Survival Kit for the center. Representative stated they use what is inside the kitchen for snacks and water jugs. Trash cans have secure lids. The temperature inside the room was comfortable. Representative stated, the fire extinguishers, smoke detectors and carbon monoxide detectors throughout the day care center are all operable and were checked during the fire inspection. Representative stated the lead/water test was conducted. Bathrooms: The staff restrooms are in the hallway outside of the classroom. Indoor play area: LPA observed a separate area for indoor play, rugs for crawling, bean bags, and books. Other Review: The required postings were present on the parent wall near the entrance. Children and staff files were reviewed. Infants in care have the LIC 9227 form in their files and napping logs were reviewed. Current Pediatric CPR/First Aid (expires 9/25). Transportation is not provided. Disaster Drills: Fire Drill was conducted: 8/8/25. Earthquake drill was conducted: 5/9/25. Lockdown drill was conducted: 7/11/25. Representative stated the last facility fire inspection was conducted: 1/9/25. The child/parent roster was complete with all required information. The staff/ child ratios were observed to be compliant; the sign in/out sheets were digital through the Pro Care APP. Representative stated the children are inspected for illnesses as they arrive. There is a separate isolation area for ill children inside the site supervisor's office until the parent can pick up the child. Representative stated, there is no medication provided, and no medication policy and all parents are aware. LPA conducted a staff interview with the representative. The following was discussed with the representative: Facility representative was reminded to access the CCLD Licensing website at www.ccld.ca.gov . to obtain information about the most recent regulatory changes and the Quarterly Updates. All representatives are responsible for knowing the regulations when providing care. All adults 18 years and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers that were constructed before January 1, 2010, to test their water (used for drinking and food for lead contamination before January 1, 2023, and then every 5 years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe sleep; as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. State law prohibits baby walkers, bouncy seats, exersaucers, bassinettes or any other items that fall into that category. All infants are sleeping on their backs unless specified with LIC 9227 form and no blankets, toys, or pacifiers attached. Conduct 15-minute nap monitoring and a napping log is kept daily for each infant. Facility representative was informed of the MyChildCarePlan.org website, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. There are deficiencies cited during this inspection. There is one Technical Violation issued. See LIC 9102 TV page attached to this report. Exit interview was conducted and a copy of this report was read, a Notice of Site Visit (LIC 9213), this report, was provided to Patricia Jacobs, Facility Representative. A Notice of Site Visit must remain posted for thirty (30) consecutive days. Failure to maintain posting will result in a $100 civil penalty.
