What the inspector wrote

Licensing Program Analyst's (LPAs) Thompson-Miller and Maddox met with Applicant/Owner/Director Claudia Garcia for the purpose of conducting a Pre-Licensing inspection for a Preschool component (request to have 12 children). Ms. Garcia is also pending the Infant (367750029) and School-Age (367750030) components on the premises. Center is located directly across the street from an Elementary School. A tour of the facility was conducted inside and outside. The tour included Office space, Kitchen for children Home Economics classes, One staff bathroom, One Preschool Bathroom, One Preschool classroom and the outside play area. Days/hours of operation will be Monday through Friday from 6am to 6:30pm. INDOOR ACTIVITY SPACE : There are a variety of age-appropriate equipment, toys and materials in good condition and in sufficient quantity to allow children present to fully participate in planned activities. Telephone service, heating, lighting and ventilation were evaluated. LPAs observed individual storage areas for children’s belongings, bedding is stored in the cabinet (key lock) in the restroom. Center will use water pitchers with disposable cups; Tables and chairs are provided to meet the needs of the children. The child care center was toured and found to be clean, safe, sanitary and in good repair to ensure the safety and well-being of children, employees and visitors. Indoor activity space for infants and School Age are physically separate from space used by Preschool classroom. Disinfectants, cleaning solutions, all potential hazardous that could pose a danger if readily available to children were stored and inaccessible to children (Staff Bathroom). The isolation area (located in the front office area) is equipped to isolate and care for any child who becomes ill during the day. HEALTH RELATED SERVICES: Medications will be kept in a locked box (front office area). A refrigerator shall be used to store any medication that requires refrigeration (Home Economics kitchen area). Center has a developed plan to implement and to record the administration of prescription medication and to inform the child's authorized representative daily when such medications have been given. LPA observed fully equipped first aid kit (front office area and in the classsroom). There is a Carbon Monoxide, Smoke detector and Fire Extinguisher (2A10BC) in the classroom. LPA Maddox has verified Qualifications for Director including Lead Poisoning training, mandated reporter and current Operations and Records Keeping. Pesticides and other similar toxic substances were not stored in food storerooms, kitchen areas, food preparation areas, or areas where kitchen equipment or utensils are stored. Center utilizes a private pest control company. Soaps, detergents, cleaning compounds or similar substances were stored in areas separate from food supplies. Incidental Medical Services was discussed. Due to the COVID-19 pandemic, Center has Signs posted throughout the center with regards to the local health department; information on child passenger restraint systems; hand washing, screenings for staff and children and facial coverings. LPA provided consultation on the following: Inspection Authority; COVID-19 Hand Washing Best Practices Lead Flyer Unusual Incidents CCL Website- Provider Information Notices (PIN's) Bathroom Classroom has it's own individual bathroom which contains one toilet and one sink. LPA ensured the toilets flushed properly and are reachable for children. The restroom has adequate toilet paper and paper towels available, were found to be clean and sanitary. Center has a separate staff bathroom located at entrance hallway and will be used as isolation bathroom for ill children. Water temperature is set on a regulated system to ensure a water temperature of no more than 120 degrees. Sign-in and Out Procedure: Center will utilize an electronic (ProCare Connect) sign in and out procedure, center has the capability of producing hard copies if needed. Napping Center will utilize cots for children to nap on. Cots were stocked and stored in the Staff Bathroom. Director/Owner shall ensure Napping equipment will be arranged so that each child has access to a walkway without having to walk on or over the cots or mats of other children. Bedding shall be individually stored so that each child's bedding is identifiable and no child's used bedding comes into contact with other bedding (stored in the bathroom - staff key lock). Outdoor The entire yard is fenced; there is sand underneath climbing equipment on the play yard; Age appropriate play equipment available; two drinking fountains are available, per Director/Owner children bring their own water bottle (labelled), water dispenser and cups are available. LPAs highly discourages the usage of water fountains due to the COVID-19 pandemic. LPAs informed staff water fountains will need to sanitize and disinfected after each child. Meals : At this time, Center children will bring their own meals (breakfast, snack, lunch). Measurements according to facility sketch submitted: Preschool Room #1: 28 X 17 = 476 * 35 =13.6 Total inside activity space for Preschool = 14 Preschool Children Outdoor Space Preschool: 70 X 100 = 7,000 * 75 Total outdoor activity space for Preschool = 93 Bathroom: Classroom has it's own bathroom One classrooms X 15 (One toilet and One sink) = 14 Director/Owner will submit an Updated LIC200A to update the capacity as a result of measurements taken today. An updated STD850 Fire Clearance will be submitted to reflect the capacity change of 12 to 14 preschool children. With measurements provided, and approved fire clearance, center will be licensed for the requested capacity of 12 Preschool children. Center Preschool is ready for licensure Exit interview was conducted. This report was read and a copy provided to Claudia Garcia.
