What the inspector wrote

On 06/29/2023 at 10:15 AM, Licensing Program Analyst (LPA) Carol Heath conducted an unannounced Case Management Deficiency inspection. LPA met with Sonia Galvez, who granted inspection authority. Also present for the inspection. According to the licenses: Infant capacity is 12 (for 0 to 24 months), Preschool Capacity is 12 (for 2 years old to first grade) and School age capacity is 42. LPA observed there were 3 infants, 8 toddlers (2 children were over 2 years old which will need to go to preschool classroom), 11 preschool Children in care with 1 teacher) and 32 school age children. At approximately 10:15 AM, LPA observed the facility was out of ratio with preschool children in care. 2 children in the toddlers in the infant classroom should be in the preschool classroom which would make the classroom over the capacity. LPA provided the site supervisor with the Center childcare staffing and ratio capacity chart and explained the ratio allowed at their facility at any one time. The site supervisor was informed that the center has to stay in compliance with Ratio guidelines as given on the License and within Title 22 Regulations. The licensee was also cited on 6/28/2023 for being out of ratio. Since this is the second citation for being over capacity within one year, a civil penalty of $250 will be assessed. (Please see LIC 421FC). The civil penalty will continue to accrue $100 per day until the deficiency is cleared. As a Type A deficiency has been cited, a copy of the citation and licensing report must be posted for 30 days. The same report must be provided to Parents/Guardians and the Acknowledgment of Receipt of Licensing Reports LIC 9224 must be signed by Parents/Guardians of all enrolled children and any newly enrolled children in the next 12 months following the citation. If these requirements are not met, civil penalties per violation will be assessed. An exit interview was conducted, a copy of this report read and provided to the Licensee, and the Notice of Site Visit and Appeal Rights was explained and given to the Site Supervisor, Sonia Galvez.
