What the inspector wrote

On May 22, 2026, Licensing Program Analyst (LPA) Hanna Cha met with Facility Representative Emma Siemens. The purpose of the visit was to conduct an unannounced Annual/Random inspection of the facility. LPA disclosed the purpose of the inspection to the Facility Representative and toured the facility. LPA observed one teacher and two teacher aides providing care and supervision to 13 school-age children. The current days and hours of operation are Mondays through Fridays; 7:00 am to 8:30 am (Morning Session), 3:25 pm to 6:00 pm (Afternoon Session). Thursdays; 1:00 pm to 6:00 pm (Afternoon Session). Physical Plant/Indoor/Children’s Area: The facility operates on the grounds of Baldwin Lane Elementary. The school-age component operates out of two classrooms (B-10, B-11). The children utilize the boys and girls bathrooms located at the elementary school. The bathrooms are separated by stalls allowing for privacy. The bathrooms maintained by school custodial staff. LPA inspected the classrooms for age-appropriate toys/equipment, safety, cleanliness, heating, lighting, ventilation, and good repair. Drinking water is available via water jugs. The carbon monoxide alarms observed. Children are provided with one afternoon snack. The food preparation area was inspected for safety and good repair. Menus were posted. Outdoor/Children’s Play Area: The facility utilizes the concrete play area in front of the classrooms. Children are provided with play equipment. Per LPA observation, there are no pools/spas/or bodies of water on the premises. File Review: LPA reviewed two children files which included all required documentation. LPA verified the background clearance of all staff present. Per record review, last disaster drill completed on 02/2026. Per record review, last lead testing conducted on 02/2024. LPA reviewed four staff files. Per record review and interview, there were no staff present with an EMSA approved Pediatric CPR/FA course. Per interview, Staff #1 (S1) completed an in-person CPR/FA course. However, it was not EMSA approved. Per Staff #2 (S2), valid Pediatric CPR/FA course expired in 02/2026. LPA informed S1 that at least one staff member with Pediatric CPR/FA must be present. The facility will ensure that at least one staff member with current Pediatric CPR/FA is present. Per Facility Representative, Pediatric CPR/FA course scheduled for 06/2026. A Technical Violation issued. Other: Per Facility Representative, no smoking on premises. Per Facility Representative, no firearms/weapons on premises. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. LPA referred licensee facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information ( https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information ) Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During this inspection, one Technical Violation issued. A Notice of Site Visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Facility Representative Emma Siemens.
