What the inspector wrote

An Informal Conference was held at the Palmdale Child Care Regional Office on January 21, 2025. Present during the informal conference were: Regional Manager (RM) George Mingle, Licensing Program Manager (LPM) Lady King-Lewis, Licensing Program Analyst (LPA) Kendal Zirbes, Licensee/Administrator Saleena Smith, Facility Representative Liliana Velasquez, and Amy Miranda. The following concerns were discussed: 1. Responsibility for Providing Care and Supervision 2. Indoor Activity Space for School Age Children 3. Buildings and Grounds 4. Personnel Records 5. Personnel Requirements 6. Criminal Record Clearance 7. Availability of Information regarding detecting and reporting child abuse and neglect; ...proof of completion. During this meeting, the Licensee and facility representative disclosed the following measures have already been taken to ensure compliance: 1. Hiring of additional staff members 2. Purchased Walkie Talkies to assist in staff communication. 3. All cleaning solutions were removed from school age restroom. Cleaning products in classrooms have been relocated to locked cabinets or have been placed on high inaccessible shelves. 4. The Center will complete annual staff file reviews to ensure training is current. 5. Monthly staff training through CCEI Report continued on page two Report continued from page one During the conference, RM Mingle and LPM King Lewis reminded facility representatives of the importance for regulatory compliance in licensed facilities to protect the Health and Safety of children in care. Facility representatives were informed the Community Care Licensing Agency takes these violations seriously, and how continued repeat violations can lead to further administrative actions by the Department including Non-compliance conference and/or up to revocation of licensure. RM Mingle introduced the Childcare Technical Support Program (TSP) and informed the facility representatives that TSP is a voluntarily program to assist facilities with meeting and maintaining the requirements of operating a licensed childcare facility. Licensee stated they were interested in TSP services. LPA will refer the Center for the TSP services. During this meeting hard copies of the above Title 22 Regulations and Health & Safety Code were provided to the facility representatives. In response to the discussion, the Licensee has agreed to the following: 1. Licensee shall submit a written statement indicating how they will maintain compliance with the California Code of Regulations, Title 22, Division 12 at all times by February 4, 2025. 2. The Licensee will provide an updated in-service training plan for the staff by February 4, 2025. 3. The Licensee shall provide in service training to staff and submit a training roster signed by all staff and topics covered to the Department every month for the next six months. 4. Licensee shall have their staff complete the following training: Supervising Children in Child Care Center no later than February 4, 2025. Staff are to provide written feedback of this video for their personnel file which will be verified during inspections. LIC9224 Receipt of Licensing Report Licensee is further advised that copies of this office conference document be provided to all parents of enrolled children in care and any newly enrolled children for the period of one year from this date. Licensee was provided with the Acknowledgment of Receipt of Licensing Reports (LIC 9224) for parents to sign, indicating that they received copies of this document. Acknowledgment of Receipt of Licensing Reports (LIC 9224) was provided to licensee during this conference meeting. Exit interview conducted and report was reviewed with the Licensee Saleena Smith.
