What the inspector wrote

On 11/18/2021, Licensing Program Analyst (LPA) Michelle Hood and Licensing Program Manager (LPM) Cynthia Gray arrived to conduct an unannounced inspection to deliver complaint findings for the above-listed allegation. Upon arrival, LPA and LPM met with Director and toured the facility. There were 15 children with two staff present in classroom #1 and seven children with two staff in classroom #2 at the time of inspection. Based on interviews, it was determined on undetermined dates, at least two staff were observed and heard telling a child they were busy in a demeaning and disrespectful voice tone that they were too busy to assist the child. Another staff was observed and heard making humiliating comments towards a child in care. The preponderance of evidence standard has been met, therefore the allegation is found to be SUBSTANTIATED. California Code of Regulations, Title 22, Division 12 & Chapter 1, are being cited on the attached LIC 9099D. Exit interview was conducted with the Pastor John Roamer and Director Martha Prysock.

This requirement was not met as evidenced by: Based on undetermined dates, at least two staff observed two staff telling children they were busy in a demeaning and disrespectful voice tone. Another staff was heard making humiliating comments towards a child in care. This poses a potential Health and Safety risk to the children in care.

The licensee shall immediately notify the child's authorized representative if the child becomes ill...The licensee shall obtain specific instructions from the authorized representative regarding action to be taken. In the case of an illness severe enough to require isolation of the child, the center shall follow the procedures specified in Section 101226.2. This requirement was not met as evidenced by... Based on observations and interviews, staff stated five children were in care displaying a runny nose. On 10/21/2021, LPA observed 14 children and one staff without a face covering in classroom #2. LPA observed a child in care displaying a runny nose. On 10/27/2021, LPA and LPM observed three children in care displaying a runny nose. Staff were observed with face coverings below the nose or under the chin. This poses an immediate health, safety and personal rights risk to children in care.
