What the inspector wrote

On 06/07/2022, at 10:00 a.m., Licensing Program Analyst (LPA) Michelle Hood, conducting an unannounced Annual Inspection for the preschool license and met with Director, Valerie Lewis. LPA disclosed the purpose of the inspection and toured the facility indoors and outdoors. This is a half-day program. Day and hours of operation from 8:30 am - 1:00 pm. There were a total of 61 pre-school children with nine staff present at the time of inspection. This facility serves children 3 - 5 years of age. LPA observed the following: Classroom 2: 13 children and two staff Classroom 3: seven children inside with one staff and seven outside children with one staff Classroom 5: 13 children with two staff Classroom 6: 10 children with two staff The Cottage: 11 children and one staff There are no bodies of water on the premises. There are no firearms or ammunition stored on the premises. Disinfectants, cleaning solutions, medication, and other hazardous items are made inaccessible. No poisons were observed during the inspection. Furniture and equipment are in good condition, free of sharp, loose, or pointed parts. Playground equipment is in a safe condition. Areas around the pre-school outdoor play equipment have cushioning material to absorb falls. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All toilets and handwashing facilities are in safe and sanitary operating condition. Floors in the facility are clean and safe. The storage areas are clean, free of litter/rubbish, and free of rodents/vermin. The facility provides a snack for the children. Snack menus are posted at least one week in advance where an authorized representative can view the menu outside of each classroom. The children bring their lunch to the facility. Solid waste storage containers have tight-fitting covers and are in good repair. Drinking water is available both indoors and outdoors.There is a working carbon monoxide detector. LPA discussed Incidental Medical Services (IMS). The facility has an IMS plan on file. Capacity and limitations as specified on the license are being maintained. At least one (1) person trained in CPR and Pediatric First Aid is present when children are present at the facility or off-site activities. The name of the childcare center director or fully qualified teacher(s) designated to act in the director's absence has been reported to the Department. The person who signs the child in/out of the facility shall use their full legal signature and record the time of day. All children are under the supervision, including visual supervision, of a teacher always. The facility maintains a ratio of one teacher supervising no more than 12 pre-school children in care. LPA reviewed a sample of children's files and observed files were complete with contact information for authorized representatives and or relatives or others who can resume responsibility for the child and medical assessment. LPA reviewed a sample of staff files and observed files were complete with health screening, immunization records for influenza, pertussis, and measles, and current documentation of completed mandated reporter training. Staff records contain documentation of meeting qualification requirements. LPA and Director discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, California Megan's Law ( www.meganslaw.ca.gov ), Lead Poisoning Facts, Forms, and Regulations. To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. An exit interview was conducted and the report was reviewed with the director Valerie Lewis. The director was provided a copy of their appeal rights (LIC 9058 12/15) and their signature on this form acknowledges receipt of these rights. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. No deficiencies were cited.
