What the inspector wrote

On 7/27/2023, at 11:15am, Licensing Program Analyst (LPA), Vicky Williamson conducted an unannounced annual required inspection. LPA met with Director, Deanne Romero and disclosed the purpose of the inspection. LPA toured the inside and outside of the facility. This is a full day program. Day and hours of operation are Monday - Friday, 6:30am - 6:00pm. The following ratios were observed: Classroom #1 was observed on the playground, there were 10 children with one teacher, classroom #2 were observed on the playground with the Soccer Shots instructor, there were eight (8) children with one teacher, 2's classroom were observed on the playground, there were 17 children with one (1) teacher and one (1) aide, Pre-K classroom were observed on the playground, there were nine (9) children with one (1) teacher. Furniture and equipment are in good condition. Playground equipment is in safe condition. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. High-climbing equipment has sufficient cushioning. Toilet and hand-washing equipment are in safe and sanitary operating condition. Floors in the facility are clean and safe. Kitchen, food preparation and storage areas are clean, free of litter/rubbish and free of rodents. Solid waste storage containers have tight-fitting covers and are in good repair. Disinfectants, cleaning solutions and other hazardous items are made inaccessible to children. Director stated there are no bodies of water on the premises. LPA did not observe any bodies of water. Director stated there are no firearms or ammunition allowed or stored on the premises. Drinking water is available both indoors and outdoors. Facility provides breakfast, lunch and snack. Menus are posted weekly. Facility has functioning carbon and smoke detectors that meet statutory requirements. The last fire/disaster drill was conducted and documented on 6/16/2023. A review of staff records on this date indicates facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Capacity and limitations as specified on the license are being maintained. Children are under supervision, including visual supervision, of a teacher at all times. Facility maintains a ratio of one teacher supervising no more than 12 children in care. At least one person trained in CPR and Pediatric First Aid is present when children are at the facility or at off-site activities. The name of the child care center director or fully - qualified teacher designated to act in the director\342\200\231s absence has been reported to the Department. The person who signs the child in/out of the facility shall use their full legal signature and record the time of day. The facility utilizes electronic sign in/sign out procedures. LPA reviewed a sample of children\342\200\231s files and observed files were complete with contact information for authorized representative and or relatives or others who can assume responsibility for the child and medical assessment. LPA reviewed a sample of staff files and files for health screening and immunization records for pertussis and measles were complete. Current documentation of completed mandated reporter training for staff were on file. This facility provides Incidental Medical Services \342\200\223 IMS, however there are no children that require medication at this time. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. LPA and Director discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, mandated reporter training, and California Megan\342\200\231s Law ( www.meganslaw.ca.gov ). Notice of Site Visit is required to be posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. LPA observed Notice of Site Visit posted on the bulletin board in the entry way.
