What the inspector wrote

On 11/14/2022 at 08:22am Licensing Program Analysts (LPAs) David Miller and Martha Malane, conducted an unannounced Annual Inspection and met with Principal, Elisa Holston-Arteaga. LPAs disclosed the purpose of the inspection and toured the facility indoors and outdoors. This is a half-day program which operates on a traditional school year schedule. Hours of operation are Monday \342\200\223 Friday 8:30am \342\200\223 11:30am. There is currently one (1) classroom, room 26, in operation. There were 10 children and three (3) staff present during the time of this inspection. Ms. Ramos, the lead teacher, stated there are no swimming pools or other bodies of water on the premises. Ms. Ramos stated there are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions and other hazardous items are made inaccessible. No poisons were observed during the inspection. No children require medications at this time. Furniture and equipment are in good condition, free of sharp, loose or pointed parts. Playground equipment is in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. Areas around high climbing equipment and slides have cushioning material to absorb falls. Toilets and handwashing facilities are in safe and sanitary operating condition. Floors in the facility are clean and safe. Meals are provided by the LMSV school district and served in the cafeteria. Solid waste storage containers have tight-fitting covers and are in good repair. Drinking water is available both indoors and outdoors. Facility has a functioning carbon monoxide detector that met statutory requirements. Capacity and limitations as specified on the license are maintained. At least one person trained in CPR and Pediatric First Aid is present when children are at the facility. The name of the childcare center director or fully-qualified teacher designated to act in the director\342\200\231s absence has been reported to the Department. The person who signs the child in/out of the facility shall use their full legal signature and record the time of day. All children are under supervision, including visual supervision, of a teacher at all times. Facility maintains a ratio of one teacher supervising no more than 8 children in care. LPAs reviewed a sample of children\342\200\231s files and observed files were complete with contact information for authorized representative and/or relatives or others who can assume responsibility for the child and medical assessment. LPAs reviewed a sample of staff files and observed files were complete with documentation of completed mandated reporter training. Menus are posted at least one week in advance where an authorized representative can view them once provided to staff by the school district. Principal, Elisa Holston-Arteaga was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. This facility provides Incidental Medical Services (IMS), but at present no children presently receive IMS. LPAs reviewed where medication will be stored. Licensee is aware that an IMS plan is required to be submitted to the licensing office if they provide any of these services. LPA and Principal, Elisa Holston-Arteaga discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, CCL Child Care Advocate Program, COVID-19 Information and Resources, Mandated Reporter Training, California Megan\342\200\231s Law ( www.meganslaw.ca.gov ). See LIC809C continuation\342\200\246 Director of Early Childhood Education, Charmaine Lawson, was reminded that childcare centers constructed before 1/01/2010 are to test their water for lead prior to and then every five (5) years after the date of the first lead testing. LPA discussed (PIN) 20-01-CCP \342\200\234Required Lead Testing for Drinking Water in Licensed Child Care Centers, PIN 21-21-CCP LIC 9275 \342\200\223 External Water Sampler Self-Certification Form and the LIC 9276 \342\200\223 Center Sampling Checklist Form. Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited. A notice of site visit was given and must remain posted for 30 days.
