What the inspector wrote

On 05/16/2025 at 9:15 A.M, Licensing Program Analyst (LPA) Edleen Montesa, visited the facility to conduct an unannounced, Annual Inspection. LPA introduced self, showed badge, and explained the reason for the visit. LPA initially met with the school\342\200\231s Principal, Kristen Bonser, and then met with the school\342\200\231s Director, Dawn Minutelli, and proceeded to tour the facility. Later on the facility tour, District Coordinator, Shelly Baker, joined the tour and was present during the rest of the facility visit. During today's inspection, there were 32 children with 6 staff in 3 classrooms, as indicated: Room A: 9 children to 1 teacher and an aide; Room B: 11 children to 1 teacher and an aide; Room C: 12 children to 1 teacher and an aide. Facility is within ratio and capacity. LPA toured the facility. The rooms have adequate heating, lighting, ventilation. The furniture and age-appropriate equipment is in good condition. Drinking water is readily accessible. Bathrooms are maintained with operational toilets and faucets with appropriate temperature. Bathroom is lighted and has ventilation. The center was found to be clean, safe, sanitary, and in good condition, promoting the safety and well-being of children. The district\342\200\231s Child Nutrition program provides food to the facility, and handles food preparation. Menu is posted at the facility. Adequate food is available for meals and meets nutritional requirements per regulation. Cleaning supplies are kept separate from food and are inaccessible to children. Storage containers for solid waste have tight-fitting covers and are kept in good repair. Poisons, cleaning solutions, disinfectants, and any items dangerous have been made inaccessible to children. There are no firearms, ammunition, or other weapons on the premises. All foods/beverages capable of spoiling are stored in covered containers at 45 F or less. There is no napping equipment present due to the school\342\200\231s program schedule. There is an operational carbon monoxide detector at the facility. Last emergency drill was conducted on 05/12/2025. The facility has a written disaster plan that complies with regulatory requirements. A range of activity is offered to daycare children throughout the day. All required postings were displayed at the facility. (See continuation on LIC 809-C...) The outdoor play area is securely fenced, with adequate cushioning and ample shade. There are no bodies of water at this facility. During the visit, LPA observed a functional refillable water station located outside the playground and two non-functional water fountains located in the outdoor playground. Climbing structures, swings and slides are securely fixed to the ground. Equipment is age appropriate. Area has drinking water readily accessible, and grounds are free of debris or potential hazards. Lead water testing was conducted on February 11, 2023. LPA reviewed medication storage and per Director, no children at the moment need or require any medication. There is a nurse\342\200\231s office available on-site. Children are evaluated upon entry and monitored throughout the day for signs of illness. The isolation area for ill children awaiting pick up is at the Administration office. Personnel records contain health screening documentation and at least one staff member has current CPR and First Aid certification. All staff have completed mandated reporter training and required immunizations. Each personnel record contains documentation of educational background and training. Sign in/out documents were reviewed. The facility uses the Learning Genie application for sign-in/out purposes. Children\342\200\231s records contain admission agreements and medical assessment. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. LPA discussed the safe sleep regulations with facility representatives and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed facility representatives of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Facility representatives were reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018 , requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.
