What the inspector wrote

On August 23, 2022 at 10:25 AM, Licensing Program Analyst (LPA) Marie Hernandez, conducted an unannounced annual inspection and met with the Facility Director Anne Thompson. LPA disclosed the purpose of the inspection and toured the facility indoors and outdoors. This is a full day program which operates year around. Days and hours of operation are Monday through Friday from 7:00 AM to 4:00 PM. There are currently two classrooms in operation. The following ratios were observed in Room B, there were eight children with one staff, and in Room C, there were three children with one staff. On 08/12/2022, the Department received a request/application from the facility to remove Room A from the license and add Room D. On 08/18/2022, the fire marshal approved the fire clearance for Room D. The following areas are approved and used for day care: Room B, Room C, Room D and the patio. Rooms B, C, and the patio were previously measured at time of pre-licensing inspection. During today's inspection, Room D measured at 505 square feet and can accommodate fourteen children. The facility is licensed for a capacity of 32. There are four sinks and four toilets to accommodate the children's needs. There is no swimming pool or other bodies of water on the premises. There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible. All poisons are kept in a locked storage area. The furniture and equipment are in good condition, free of sharp, loose or pointed parts. The playground equipment is in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All toilets and hand-washing facilities are in safe and sanitary operating condition. Floors in the facility are clean and safe. All kitchen, food preparation and storage areas are clean, free of litter/rubbish and free of rodents/vermin. All food is protected against contamination and any contaminated food is discarded immediately. Drinking water is available both indoors and outdoors. Areas around high climbing equipment, and slides have cushioning material to absorb falls. The facility is free of flies, insects and rodents during the inspection today. Facility has one or more functioning carbon monoxide detectors that meet statutory requirements. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. Upon notification from the Department, the licensee will comply and act immediately to terminate the employment of, remove from the facility or bar from entering the facility for any person it is deemed necessary while the Department considers granting or denying an exemption. Capacity and limitations as specified on the license are being maintained. At least one person trained in CPR and Pediatric First Aid is present when children are at the facility or at off-site activities. The name of the child care center director or fully qualified teacher(s) designated to act in the director\342\200\231s absence has been reported to the Department. The person who signs the child in/out of the facility shall use their full legal signature and record the time of day. All children are under supervision, including visual supervision, of a teacher at all times. Facility maintains a ratio of one teacher supervising no more than 12 children in care. LPA reviewed a sample of children\342\200\231s files and observed files were complete with contact information for authorized representative and or relatives or others who can assume responsibility for the child and medical assessment. LPA reviewed a sample of staff files and observed files were complete with health screening, immunization records for influenza, pertussis and measles. The parents provide their children's meals and the facility provides the snacks. The snack menu was posted. The required documents are posted. The last fire and disaster drills were conducted on 05/11/2022. The child roster has been maintained. This facility provides Incidental Medical Services (IMS). Southern California Child Care Advocate information was provided, and the Applicant was encouraged to subscribe through the CCLD website in order to be placed on an email list for updated regulation information. The Advocate information was provided: (714) 703-2800 or childcareadvocatesprogram@dss.ca.gov. LPA reviewed the facility's documentation of requirement for lead testing drinking water/ water lead exposure. On 10/24/2017, the facility's lead testing results were negative. The requirement for lead testing / lead exposure must be renewed every five years after the date of the first test. An exit interview was conducted and LPA Marie Hernandez explained the inspection report. The Facility Director Anne Thompson was provided the facility evaluation report, appeals rights and the notice of site visit. The Director was advised that the notice of site visit must be posted in a prominent place for 30 days.
