What the inspector wrote

On 8/31/2023, at 9:15am, Licensing Program Analyst (LPA), Vicky Williamson conducted an unannounced annual required inspection. LPA met with Director, Melissa Payne and disclosed the purpose of the inspection. LPA toured the inside and outside of the facility. This program operates August through June of each year. A summer camp program operates mid June through mid August. Day and hours of operation are Monday - Friday, 7:00am - 5:3pm. There are currently three classrooms in operation. The following ratios were observed: Mantarays Classroom had 22 children with four (4) teachers, Sea Turtles Classroom was on the playground, there were 16 children, two (2) teachers and three (3) aides, Shark Room had three (3) teachers and 26 children. Furniture and equipment are in good condition. Playground equipment is in safe condition. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. High-climbing equipment has sufficient cushioning. Facility has sufficient shade by use of canopies. Toilet and hand-washing equipment are in safe and sanitary operating condition. Floors in the facility are clean and safe. Food preparation areas are clean, free of litter/rubbish and free of rodents. Solid waste storage containers have tight-fitting covers and are in good repair. Disinfectants, cleaning solutions and other hazardous items are made inaccessible to children. Director stated there are no bodies of water on the premises. LPA did not observe any bodies of water. Director stated there are no firearms or ammunition allowed or stored on the premises. Drinking water is available indoors, filtered water bottle refill stations are available in the playground area. Facility does not provide meals. Children bring their own water bottles, breakfast, lunch and snack. Facility has functioning carbon monoxide and smoke detectors that meet statutory requirements. The last fire/disaster drill was conducted and documented on 1/24/2023. The first day of the school year began on 8/28/2023. Director stated that a fire/drill will be conducted with the school that is on the same campus. See LIC 809C continuation... A review of staff records on this date indicates facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Capacity and limitations as specified on the license are being maintained. Children are under supervision, including visual supervision, of a teacher at all times. Facility maintains a ratio of one teacher supervising no more than 12 children in care. At least one person trained in CPR and Pediatric First Aid is present when children are at the facility or at off-site activities. The name of the child care center director or fully - qualified teacher designated to act in the director’s absence has been reported to the Department. The person who signs the child in/out of the facility shall use their full legal signature and record the time of day. LPA reviewed a sample of children’s files and observed files were complete with contact information for authorized representative and or relatives or others who can assume responsibility for the child and medical assessment. LPA reviewed a sample of staff files and files for health screening and immunization records for pertussis and measles were complete. Current documentation of completed mandated reporter training certification for staff were on file. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA and Director discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, mandated reporter training, and California Megan’s Law ( www.meganslaw.ca.gov ). Notice of Site Visit is required to be posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. LPA observed Notice of Site Visit posted on the bulletin board in the parent sign in area.
