What the inspector wrote

On 03/11//2022, at 1:40 PM Licensing Program Analyst (LPA), Dana Stevens conducted an unannounced Annual Required Inspection and met with the Licensee, Rosa Agnew. LPA disclosed the purpose of the inspection and was granted entry into the facility. The Licensee's daughter, son-in-law, and 10 children (ages:10 months, 2,3,3,4,5,5,6,8 and 10 years) were present during this inspection. The following areas used for child care are: Living Room, Kitchen, two bedrooms and one bathroom. Off-limits areas are garage, and entire upstairs. These areas are made inaccessible with door locks and a safety gate. The fire extinguisher. Smoke detector, and carbon monoxide detector met requirements.\302\240 All hazardous items were made inaccessible to children. The licensee has toys, play equipment and materials available. Licensee stated there are no weapons in the home. Applicant stated she has completed Mandated Reporter training but her daughter/assistant has not. Licensee's and assistant's Pediatric CPR and First Aid certifications were expired. Required documents are posted. Children's records were reviewed and found complete. Licensee did not have a complete and updated roster. Licensee verbally confirmed that her daughter and son-in-law are living in the home since September 2022. Licensee stated she did not report this change of household composition to the department because her daughter has lived with her previously. As of this date, Licensee's son-in-law has not been fingerprinted and background checked.\302\240Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. There is one crib or play yard for each infant who is unable to climb out of the crib or play yard. Cribs or play yards are free from all loose articles and objects. Licensee stated she physically checks on sleeping infants during naptime but has not been documenting the checks on a Sleep Log. Licensee did not have an I ndividual Infant Sleeping Plan [LIC 9227 (3/20)] for the one infant under 12 months of age. The provider places infants up to 12 months of age on their backs for sleeping. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department.
