What the inspector wrote

On July 3, 2025 at 11:14 a.m., Licensing Program Analyst (LPA) Angela Nguyen conducted an unannounced Annual/ Random Inspection and met with the Licensee, Janet Buquet. LPA disclosed the purpose of the inspection and was granted facility entry by the Licensee. The Licensee, Jennifer Ludwick and (11) day care children were present during the inspection. This facility is a one story, five (5) bedroom, four (4) bathroom two story home. Licensee accompanied LPA during this inspection. The following areas are used for day-care: day-care room, bathroom, backyard. Off limits areas are made inaccessible to day care children through the use of latches and safety gates. Hours of operation: Monday- Friday 8:00 am- 3:00 pm The fire extinguisher, smoke detector, and carbon monoxide detector are operational. Hazardous items were observed in a locked cabinet during this inspection. LPA observed children\342\200\231s toys and play equipment available for children. Licensee uses fenced backyard for outdoor play. There is a fireplace with a safety screen in the home that is not operational. Licensee stated there is a fenced in-ground pool on the premises. LPA observed a 60 inch tall rod iron fencing with gaps that do not exceed 2 inches apart with no gap from the ground with a self- closing- self latching pool gate that swings away from the pool. LPA observed the lock on the pool gate to be key lockable. LPA inspected the pool alarm, 12 feet pool pole with body hook, and 22 inch life ring that is approved by the U.S. Coast Guard to meet AB2866 requirements. Licensee stated there are no weapons in the home. Licensee\342\200\231s First Aid and CPR certifications expire in 01/15/2026. Licensee has required immunizations. Mandated Reporter Training expires 02/11/2027. Jennifer\342\200\231s Mandated Reporter expire 02/11/2027. LPA reminded licensee that Mandated reporter and Pediatric CPR/ First aid expires every 2 years and shall be kept on file at the facility. The facility roster is maintained and was reviewed. The last fire drill was conducted and documented on 6/6/2025. Child record review was conducted and determined to be complete. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee stated Incidental Medical Services (IMS) policy was reviewed with Licensee. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA obtained a copy of current children facility roster. Licensee and LPA discussed the facility emergency disaster plan, LIC 311D and safety of children. LPA reminded Licensee of the following: Report suspected child abuse and neglect, maintain children\342\200\231s records according to regulation, post all required forms. Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, Janet Buquet, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile. No Deficiencies were issued during this inspection. A Notice of Site Visit (LIC 9213) was given to Licensee, Janet Buquet and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. LPA observed LIC 9213 was posted. Appeal Rights (LIC 9058) was provided. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. An exit interview was conducted and the report was reviewed with Licensee, Janet Buquet.
