What Happened
Complaint investigation substantiated concerns about masking practices at the start of the school year. The director said children with special needs had trouble seeing teacher expressions through masks, and no face shield substitute was used.
Observations
- It was the beginning of the new school year, described as day 2
- Children with special needs had difficulty seeing teachers' expressions because staff were wearing masks
- A face shield was not worn as a substitute
- The facility's newsletter was requested and reviewed
