What the inspector wrote

On 8/16/2021 @ 10:30 a.m., Licensing Program Analyst, Joelle Redding, made an unannounced visit to deliver findings on the above-referenced allegation. Based on information obtained during facility observation and interviews with the Director, Debi Carr, it was determined that for some time prior to the investigation, the school was not enforcing the mask mandate for children who's parents did not send them to school with masks and they were not encouraging those children to wear masks. This complaint allegation is determined to be Substantiated as the preponderance of evidence standard has been met. A Type B deficiency under California Code of Regulations, Title 22, Division 12 & Chapter 1, is being cited on the attached LIC 9099D, indicating a potential hazard to children in care. Appeal Rights were discussed and provided. Signature at the bottom of this report confirms receipt. Notice of Site Visit was posted and will remain posted for 30 days.

The licensee shall ensure that each child is accorded the following personal rights...To be accorded safe, healthful ...accommodations...to meet his/her needs.This requirement was not met as evidenced by: Based on observation and interviews, it is determined for some time prior to the initiation of this investigation, the facility was not enforcing the use of mask indoors for children in care. As all other Covid precautions continued to be in place, this is a potential rather than immediate hazard to children in care.
