What the inspector wrote

On 8/18/21 at 9:00 AM, Licensing Program Analysts (LPAs) Keturah Lane and Patrick Ma conducted an unannounced inspection for a capacity increase with the applicant. Upon arrival, LPAs met with applicant Glaivmar Sanchez. The two-story home was toured and inspected to ensure an environment safe for the care and supervision of children. Also present in the home were applicant\342\200\231s husband, father and mother. There were 4 children in care. The fire extinguisher, carbon monoxide detector, and smoke detector meet requirements and are operational. All hazardous items were latched/locked and secured out of reach of children. There are no bodies of water on the property. Licensee states that there are no weapons in the home. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. Applicant rents the home and has obtained landlord consent to care for 14 children. The home appears to be large enough to comfortably accommodate 14 children. Fire clearance was received on 8/10/21. First Aid and CPR certifications expire in November 2022. Licensee & helpers meet immunizations requirements and have completed Mandated Reporter Training which expires 6/29/23. Licensee uses her father (Ivan Sanchez) and mother (Gladis Gil de Sanchez) as helpers. Helpers CPR/First Aid expires in November of 2022. Ivan Sanchez mandated reporter expires 3/7/23 and Gladis Gil de Sanchez mandated reporter expires 9/22/22. Children's records were reviewed and found to be in order including the safe sleep plan and log. Applicant will be using the following rooms for childcare: play room, bathroom & bedroom. The following areas will be off limits: living room, kitchen and the entire 2 nd story which includes master bedroom/bath, 2 additional bedrooms and additional bathroom. Off limit areas are inaccessible by use of: safety gates and an accordian room divider. The applicant has sufficient toys and equipment available. The home has a fenced backyard available for outdoor activities. The front part of the yard is fully fenced and has equipment and toys for the children to play with. (continued on LIC809-C...) Beyond the back yard is an \342\200\234exploration field\342\200\235 that the applicant uses with the children once a month. A small gate that latches from behind leads to this area. This area is mostly fenced but does have some areas that open on the side next to the neighbor\342\200\231s back yard. The neighbor has a pool that is surrounded by a partial cement wall and a see-through glass fence that appears to be 5 feet in height. Beyond the "exploration field" is an open canyon that is a potential hazard since the area is not fully fenced. There are two storage sheds in this exploration area that are very difficult to open. LPA Lane advised extra supervision during these \342\200\234field trips\342\200\235 to the back area because of these potential hazards. At 9:30 AM, LPAs observed a loose sheet and blanket inside the Graco Pack N\342\200\231 Play (play yard) that the applicant uses for naptime. No children were sleeping at the time of inspection. LPAs advised that the sheet be tight-fitting and no blankets can be in the sleep area or hanging on the sides of the Pack N\342\200\231 Play. (see LIC9210TA). The following information was reviewed with the applicant: information on reporting requirements for suspected child abuse and unusual incidents, children\342\200\231s records, immunizations, adults living or working in the home and related civil penalties, shaken baby syndrome, Safe Sleep Regulation/SIDS. Applicant was reminded that corporal punishment, smoking, walkers, exersaucers, bouncy seats and jumpers are not allowed in day care. All equipment that is used should be used only as intended by the manufacturer. LPAs and Licensee discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov . LPA Lane reviewed Covid-19 guidelines with Licensee and provided Covid-19 resources. LPA Lane directed Licensee to website: https://www.cdss.ca.gov/inforesources/community-care-licensing to receive important updates and information. Incidental Medical services (IMS) policy was discussed. Applicant has one child that has an epi-pen for an egg allergy. LPAs advised that she submit an IMS plan to the department within 30 days (see 9210 TV). No deficiencies are cited. No corrections are needed; a license for 14 may be issued upon final file review. An exit interview was conducted with the Licensee. The Licensee was provided a copy of their appeal rights (LIC 9058) along with the report (LIC809) and their signature on this form acknowledges receipt of these rights. The LIC 9213 (Notice of Site visit) was posted during today's visit. Notice of Site Visit must remain posted for 30 days.
