Inspector’s narrative

What the inspector wrote

On 04/21/2025 at 10:30AM, Licensing Program Analyst (LPA), Hanna Lucas, made an unannounced visit for the purpose of an Annual Inspection. LPA was greeted at the door by Licensee\342\200\231s helper, Maria Yanez, who\342\200\231s primary language is Spanish. LPA reached out to another LPA via phone call to help translate the purpose of the visit. However, the helper\342\200\231s son, who lives at the home, Jesus Yanez, came out from the back bedroom and helped translate for the LPA. The 3 bed and 2 bathrooms home was toured and inspected to ensure that the environment is safe for the care and supervision of children. During the visit, there were 2 children in care, 1 child was under the age of 2. The facility was within ratio and capacity. Licensee, Sylvia Yanez, arrived after the tour, and explained that she had ran to the store. LPA reminded Licensee that Licensee\342\200\231s helper can only be left alone 20% of the time, and the other 80%, Licensee must be present within the home. Licensee stated she understood. Child care areas include the front living room, and the hallway bathroom. The kitchen\342\200\231s dining area is used for eating purposes only. Off limits areas are the backyard, and all of the bedrooms, which have been made inaccessible through a baby gate while children are in care. Per the Licensee, the children are observed upon entry and throughout the day for signs of illness. If a child is ill, an appropriate isolation area has been established in the living room. The facility sketch on file is accurate. Licensee has provided enough space for the children to eat, sleep, and play within the home. Children bring their lunches in individual lunch bags and they are stored in the refrigerator, if needed. Licensee uses a nearby park for outdoor play time. Licensee was reminded that supervision of the children must be maintained at all times, and no child shall be left in a parked vehicle or car seat for sleeping purposes. LPA reviewed the children records, and they were complete and current. Licensee did not have staff records on file. Facility roster was current and is being stored for 3 years. Licensee's pediatric CPR/FA is valid until 12/2026 and Mandated Reporter certificate until 9/2025. LPA reminded the Licensee, that Mandated Reporter Training certificates are to be renewed every two years at the following website: www.mandatedreporterca.com . Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed California Megan's Law and the website was provided as follows: www.meganslaw.ca.gov . Licensee confirmed that there are no Registered Sex Offenders living in the facility. LPA discussed the safe sleep regulations with licensee and provided the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department.
