What the inspector wrote

On 05/28/25 at 1:05 P.M Licensing Program Analyst (LPA) Edleen Montesa, conducted an unannounced annual inspection with the Licensee, Avan Hamasaed. LPA identified self, disclosed the purpose of the inspection, was granted entry into the facility by the Licensee, and provided the Inspection Checklist (LIC126). There were three day care children present in the home. The four bedroom, two bathroom, single story home was toured and inspected to ensure an environment safe for the care and supervision of children. Licensee accompanied LPA inside and out of the facility during this inspection. Licensee has provided adequate space for the children to eat, sleep and play within the home. Areas used for child care include: the dining room/day care room, bathroom located in hallway, and fenced back yard. The following areas are off limits: kitchen, living room, all bedrooms in the home, master bathroom, and attached garage. The off-limit areas either have safety latches, locks, doorknob covers or gates to prevent access. The garage is off limits and inaccessible by a child safety doorknob cover. The living room has a fireplace and is screened and inaccessible to children in care. There is a working phone at the facility. The licensee has play materials, and equipment available in the home. The home has a fully fenced backyard available for outdoor activities and Licensee has been advised to ensure full visual supervision of day care children while outdoors. The fire extinguisher, smoke detector, and carbon monoxide detector meet requirements and are operational. All hazardous items were latched/locked and secured out of reach of children. There are no bodies of water. Licensee states that there are no weapons in the home. LPA provided consultative advice and printed out handouts that pertains to recordkeeping, required forms, MyChildCarePlan, and Safe Sleep regulations. (See continuation on LIC 809-C...) Licensee stated that she will review them and use them as tools to maintain compliance. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. First Aid and CPR certifications for Licensee expire on 02/07/2027 and Helper\342\200\231s First Aid and CPR certifications expire on 05/21/2027. Licensee and helper has required immunizations. Licensee and helper are exempted from Mandated Reporter Training due to their primary language is Kurdish and training is currently not offered in their primary language. Children\342\200\231s and Staff records were reviewed and found to be complete and met regulations. LPA obtained an updated facility roster and observed required documents are posted at the facility. LPA reviewed documentation of emergency drills and last fire drill was conducted on 05/15/25. Provider is hereby reminded of the following: report suspected child abuse and neglect, maintain children\342\200\231s records according to regulation, post all required forms, ensure that all adults living or working in the home have criminal background clearances to avoid civil penalties associated with this requirement; corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers are not allowed in day care. All equipment that is used should be used only as intended by the manufacturer. Licensee was also provided handouts with information regarding upcoming Safe Sleep Regulations/SIDS, Lead exposure and Shaken Baby Syndrome. LPA and Licensee discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov . LPA directed Licensee to website: https://www.cdss.ca.gov/inforesources/community-care-licensing to receive important updates and information. LPA discussed and provided Licensee with the following: child care advocates-email address: childcareadvocatesprogram@dss.ca.gov . In addition, for general questions or questions regarding licensing requirements contact the Child Care Licensing Duty Line at (619) 767-2248. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. During the exit interview, the licensee, Avan Hamasaed, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days.
