What the inspector wrote

On 12/23/2025 at 9:35am Licensing Program Analysts\342\200\231 (LPA\342\200\231s) Jody Dye and Sharon Mendez conducted an unannounced inspection with the Licensee. LPA identified self, disclosed the purpose of the inspection and was granted entry into the facility by the Licensee Hussein Almukhtar. Present in the home were the Licensee Hussein Almukhtar, Doaa Aljaber (Helper) and two of the applicant\342\200\231s minor children. There were no day care children present in the home at the time of the visit. The one-story two-bedroom one-bathroom home was toured and inspected to ensure an environment safe for the care and supervision of children. Licensee accompanied LPA inside and out of the facility during this inspection. Licensee has provided adequate space for the children to eat, sleep and play within the home. Areas used for childcare include Master Bedroom #1, bedroom #2, bathroom #1, kitchen, living room, dining room, and reading room. Off- limits areas include the garage and is made inaccessible using a key lock on the entry door. The garage is being used as a relaxation area containing couches and a bathroom and is not used by daycare children. The backyard is also off-limits and is made inaccessible using a locked back exit door and latched entry gate to the second level of the backyard. The licensee has sufficient toys and equipment available. The home has a fenced front yard available for outdoor activities. Applicant will always provide visual supervision when children are outdoors Hours of operation hours are Monday-Sunday and the licensee stated overnight care is provided. The fire extinguisher located in the kitchen, carbon monoxide detector located in the kitchen and smoke detector located in the living room meet requirements and are operational. All hazardous items were latched/locked and secured out of reach of children. The home has central air and heat for climate control. There is no body of water on the property which meets requirements of AB2866. Licensee states that there are no weapons in the home. Licensee stated does transport children. Continued on LIC 809 page 2 First Aid and CPR certifications expire on August 2027. Licensee has required immunizations. Licensee completed Mandated Reporter Training on 10/05/2025. Children\342\200\231s and Staff records were reviewed and found to be in order. Facility roster is maintained, reviewed, and a copy was received. The licensee conducted and documented fire and disaster drill on 4/20/2025. Required documents are posted. The licensee provided proof of control of property. The licensee owns the property. . Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Provider is hereby reminded of the following: Report suspected child abuse and neglect, maintain children\342\200\231s records according to regulation, post all required forms, corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers are not allowed in day care. All equipment that is used should be used only as intended by the manufacturer. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Continued on LIC 809-C page 3 Licensee states he is registered to receive Provider Information Notices (PINs). LPA discussed and provided Licensee with the following: child care advocates-email address: childcareadvocatesprogram@dss.ca.gov . In addition, for general questions or questions regarding licensing requirements contact the Child Care Licensing Duty Line at (619) 767-2248. Licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the LICENSEE Hussein Almukhtar confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. No deficiencies cited. Exit interview conducted and report was reviewed with the licensee Hussein Almukhtar A notice of site visit was given and must remain posted for 30 days.
