What the inspector wrote

On 4/29/2026 at 9:55 am Licensing Program Analyst (LPA) Sharon Mendez conducted an unannounced annual inspection at the facility operated by licensees Rachelle and Kerry Oneill. LPA identified self, disclosed the purpose of the inspection and was granted entry into the facility. Present in the home were both of the Licensees and no other adults. 9 day care children were present during today’s inspection. Licensees state they have a total of 15 children enrolled. LPA obtained a copy of an updated roster. The 5 bedroom, 3 bathrooms , 1 story home was toured and inspected to ensure an environment safe for the care and supervision of children. Licensee accompanied LPA inside and out of the facility during this inspection. Licensees have provided adequate space for the children to eat, sleep and play within the home. Areas used for childcare include the livingroom, kitchen, front patio, bedroom 3 (office) and the kids bathroom 2. Off limits areas include the rest of the house all bedrooms 1, 2, 4, and 5, bathroom 1 and 3, the garage, the backyard and the sideyard/dog run and are inaccessible through use of child safety doorknob locks, covers and child safety barriers. The licensees have sufficient toys and equipment available. The home has a fenced front patio available for outdoor activities. A designated isolation area is available should a child become ill during the day. The LPA observed a pool in the back yard. Even though the pool is not in use it has been made inaccessible per AB2866 requirements. Licensees have the fence, alarm, life ring, hook , self-latching door, daily logs and its off limits all per regulation. Licensees state they pump the water out whenever it rains and keeps it empty. The fire extinguisher, smoke detector, and carbon monoxide detector were tested met requirements and are operational during this visit. All hazardous items were latched/locked and secured out of reach of children. Licensees state that there are no weapons in the home. Continued on page 2... First Aid and CPR certifications expire on 12/15/2026 and 01/12/2027. Licensees have required immunizations. Licensees completed Mandated Reporter Training on 4/29/2025. Children’s and Staff records were reviewed and found to be in order and complete. Provider is hereby reminded of the following; Report suspected child abuse and neglect, maintain children’s records according to regulation, post all required forms, corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers are not allowed in day care. All equipment that is used should be used only as intended by the manufacturer. The licensee provided proof of control of property Because the licensee rents/leases the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC 9151) that the licensee confirms was provided to the property owner/landlord. The licensee obtained a signed Property Owner/Landlord Consent form (LIC 9149). LPA discussed the safe sleep regulations with licensees and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensees of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensees were reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensees were informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. No deficiencies cited. Exit interview conducted and report was reviewed with the licensees Rachelle and Kerry Oneill. During the exit interview, the Licensees Rachelle and Kerry Oneil , confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided.
