What the inspector wrote

On October 16, 2023, at 9:05 AM., Licensing Program Analyst, Sherlynn Banas conducted an announced Case Management visit for an increase in capacity from eight (8) to fourteen (14) children. LPA was greeted at the front door by Licenses, Emal and Basmina Amiri and granted entry after identifying herself and disclosing the purpose of the visit. Licensee stated that there were 16 children enrolled. Only 2 children (own children) were present at the time of inspection. On August 29, 2023, the licensee applied (LIC 279) to request an increase of capacity. The Fire Safety Inspection Request (STD 850) was approved by the local fire marshal and granted the capacity increase to fourteen (14) children on September 12, 2023. LPA conducted an inspection of home which includes the following areas accessible for childcare: Kitchen, living room, bedroom 1, 3 bedrooms, bathroom 1, and backyard for childcare. Off limit areas are bedroom # 2 and bathroom 2. Smoke alarms and carbon monoxide were located in the living room are functional and meet statutory requirements. Fire extinguisher is installed in the kitchen. There were no bodies of water and no weapons in the home. The last fire drill was conducted on September 16, 2023, at 3:00 PM. LPA reviewed 16 child files, and all were updated and were in compliance. Licensee was reminded of requirements for children’s records, child abuse, and unusual incident reporting, immunizations, adults living or working in the home and associated civil penalties, licensee was also reminded that corporal punishment, smoking, walkers, exersaucers, bouncy seats and jumpers are not allowed in day care. All equipment that is used should be used only as intended by the manufacturer. LPA discussed Shaken Baby Syndrome and current COVID Child Care Guidance. LPA and Licensees discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov . LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was reminded of the staffing/capacity ratios for Large Family Child Care Homes. Twelve (12) children, no more than 4 infants (birth to 24 months) and 8 older children over the age of 2. A qualified assistant (age 14 or older) is required. For fourteen (14) children, no more than 3 infants (birth to 24 months) and 11 older children; at least 2 school age, 1 child at least age 6, 1 child enrolled in and attending kindergarten or elementary school. When there isn't a qualified assistant, licensee must follow Small Family Home Child Care Regulations. Incidental Medical services (IMS) policy was discussed. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Southern California Child Care Advocate information was provided: (714) 703-2800 or childcareadvocatesprogram@dss.ca.gov. No deficiencies were cited during today’s visit. A license for a capacity of fourteen (14) will be issued after final file review. An exit interview was conducted and report was reviewed with the licensees, Emal and Basmina Amiri. A notice of site visit was given and will remain posted for 30 days.
