Pre-licensing visit·July 12, 2023

Licensing Program Analyst (LPA), Jennifer Lott, conducted an announced Pre-Licensing/Change of Location inspection. LPA was greeted at the front door by applicant, Masooma Ehsas and granted entry after identifying herself and disclosing the purpose of her visit. Husband, Aziz Ehsas provided translating services as the licensee's primary language is Farsi. The applicant has applied for a capacity of eight (8). The home consists of four (4) bedrooms and three (3) bathrooms. The applicant will be using the following areas for daycare: 1st floor living room, kitchen/dining room, bedroom/bathroom #1. Off limit areas include: All 2nd floor upstairs, all outdoors and garage. There is a trampoline in the backyard however it will not be used since the applicant states there will be no outdoor play at this time. Should applicant choose to have outdoor play, it will take place at a nearby park with constant supervision. The applicant owns their home and has provided proof of control of property. The home has a functioning carbon monoxide/smoke detector and fire extinguisher that meet statutory requirements. There are no fireplaces or open faced heaters in the home. Storage areas for poisons, detergents, cleaning solutions, medications and items which state keep out of reach of children have been locked and inaccessible to children. There are no pools or bodies of water at the home. Applicant Ehsas states there are no weapons or ammunition stored on the premises. The home is kept clean with heating and ventilation for safety and comfort. Where children less than 5 years old are in care, stairs are fenced and/or barricaded. The home provides safe toys, play equipment and materials. The applicant has completed training on preventative health practices including pediatric CPR and First Aid. Immunizations were reviewed and in compliance. There is a working phone and email address. Review of Records to be Maintained LPA reviewed with applicant, Ehsas the LIC 311D, Forms/Records To Keep In Your Family Child Care Homes, children\342\200\231s forms/records, facility forms/records, and information to be posted. Entrance checklist was provided to the applicant. The new provider packet was reviewed with the applicant including information on immunizations, child abuse reporting, car seat laws, shaken baby syndrome, SIDS, and the effects of lead poisoning. Applicant was also reminded that corporal punishment, interference with a child\342\200\231s daily functions, physical or mental abuse is not permitted. Smoking, walkers, exersaucers, jumpers and bouncy seats shall also not be permitted during daycare operation. All equipment that is used should be used only as intended by the manufacturer. Safe Sleep LPA discussed safe sleep regulations with the applicant, and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed the applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with CPSC to be notified of any recalls on their purchased equipment. Megan\342\200\231s Law On this date, 07/12/2023 the California Attorney General \342\200\223 Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California\342\200\231s Megan\342\200\231s Law. No registered sex offenders were found at the facility address. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. Criminal Record Clearance Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in health and Safety code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. NO IMS Incidental Medical Services (IMS) policy was discussed. For IMS information, see PIN 22-02-CCP . When any IMS is provided, a Plan for Providing IMS must be submitted to the Department.
