What the inspector wrote

On 07/16/2025 at 11:00 AM, Licensing Program Analyst (LPA) Veronica Torres Gonzalez conducted an unannounced inspection in reference to the above allegation. LPA met and toured the facility with licensee Parwin Kohistani. Observed present today were 3 Children 5 Adults. Based on a review of licensing records, observations, and parent interviews, there is sufficient evidence to substantiate the above allegation. During the inspection visit conducted on 05/02/2025, the LPA interviewed the licensee, Parwin Kohistani. The licensee stated that she believed her own children did not count toward the facility’s licensed capacity. The LPA clarified that all children present during daycare hours, including the licensee’s own children, do count toward capacity. The LPA reviewed the sign-in and sign-out logs for March and April. It was found that on 03/10/2025 and 03/12/2025, the daycare was operating over capacity by two children (16 children in care) between 12:00 PM and 12:30 PM. The LPA reviewed the facility's capacity requirements with the licensee, who acknowledged and confirmed her understanding.Based on the interviews conducted and documentation reviewed, the allegation is substantiated.The allegation is valid because the preponderance of the evidence has been met, therefore, the above allegation is found to be SUBSTANTIATED. California Code of Regulations, (Title 22, Division 12, Chapter 1) the deficiency is being cited on the attached LIC 9099D. The Notice of Site Visit was provided, and LPA observed posting. Licensee is advised it must remain posted for 30 days. Exit interview conducted and report was reviewed with licensee Parwin Kohistani. Appeal rights were printed and provided to licensee.
