Licensing Program Analyst (LPA), Jennifer Lott, conducted an announced Pre-Licensing Inspection. LPA was greeted at the front door by Applicant, Anmar Alkanaani and granted entry after identifying herself and disclosing the purpose of her visit. The applicant has applied for a capacity of 14. The home consists of 3 bedroom, 2 bathroom single story home. The applicant will be using the following areas for daycare: Kitchen, dining room, living room, master bedroom/bathroom, side yard. Off limit areas include: bedroom #1/# 2, hall bathroom, garage and rear yard. The applicant provided proof of control of property. The home has a functioning carbon monoxide, Smoke detector and fire extinguisher that meet statutory requirements. Fireplace is screened to prevent access by children. Storage areas for poisons, detergents, cleaning solutions, medications and items which state keep out of reach of children have been locked and inaccessible to children. There is a jacuzzi in the off limits area of the back yard. The jacuzzi has a locking cover. agrees the Applicant at the cover is to remain securely locked over the jacuzzi whenever there are licensed children in care. Applicant, Alkanaani advised there are no firearms or ammunition stored on the premises. The home is kept clean with heating and ventilation for safety and comfort. The home provides safe toys, play equipment and materials. The applicant has completed training on preventative health practices including pediatric CPR and First Aid. Staff immunization were reviewed and in compliance. There is a working phone and email address. Review of Records to be Maintained LPA reviewed with applicant, Alkanaani the LIC 311D, Forms/Records To Keep In Your Family Child Care Homes, children\342\200\231s forms/records, facility forms/records, and information to be posted. The new provider packet was reviewed with the applicant including information on immunizations, child abuse reporting, car seat laws, shaken baby syndrome, SIDS, and the effects of lead poisoning. Applicant was also reminded that corporal punishment, interference with a child\342\200\231s daily functions, physical or mental abuse is not permitted. Smoking, walkers, exersaucers, jumpers and bouncy seats shall also not be permitted during daycare operation. All equipment that is used should be used only as intended by the manufacturer. Safe Sleep LPA discussed safe sleep regulations with the applicant, and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed the applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with CPSC to be notified of any recalls on their purchased equipment. Megan\342\200\231s Law On this date, 08/24/2023 the California Attorney General \342\200\223 Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California\342\200\231s Megan\342\200\231s Law. No registered sex offenders were found at the facility address. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. NO IMS Incidental Medical Services (IMS) policy was discussed. For IMS information, see PIN 22-02-CCP . When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Criminal Record Clearance Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in health and Safety code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. MyChildCarePlan.org Applicant was informed of the myChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
