What the inspector wrote

On 12/8/25 at 11:00AM, licensing Program Analyst (LPA) Annette Sutherland conducted an Unannounced complaint to deliver findings regarding the above allegation from a complaint received on 10/27/25 . Upon arrival at the facility, LPA met with LIcensee Randa and co - licnseee husband Nadir Oraha. LPA explained the purpose of the visit and was granted entry into the home.3 day care children were present at the time of the visit. The complaint alleged that the Provider operates over the capacity. During the course of the investigation, LPA conducted an investigation interview in which licensee confirmed the overlapping on 9/30/25. LPA was unable to get any feedback from parents of children in care. Additionally, time sheets provided and signed by the licensee documented that over 14 children were in care on 9/30/25. Licensee reviewed time sheets with LPA and verbally confirmed the times and licensee provided a written declaration to the Department confirming this. Based on information obtained through licensee interview and a review of supporting documentation, it has been determined that the allegation is valid. The preponderance of evidence standard has been met; therefore, the allegation is deemed SUBSTANTIATED. California Code of Regulations, (Title 22, Division 12, Chapter 102416.5(a)the deficiency is being cited on the attached LIC 9099D. Exit interview conducted, and report was reviewed with the licensee. A notice of site visit was given and must remain posted for 30 days.
