What the inspector wrote

On 4/14/2025 at 9:15 AM Licensing Program Analyst (LPA) Adriana Macias conducted an unannounced case management inspection regarding the licensee\342\200\231s request to increase capacity. Upon arrival, LPA identified herself and provided badge to Licensee Nadia Kadad. The one-story single-family home was toured and inspected to ensure an environment safe for the care and supervision of children. There were no children in care. Licensee stated there are 8 school-age children enrolled, and that hours of operation are from 1:00 PM to 10:00 PM. Fire Clearance was granted by the El Cajon Heartland Fire and Rescue Department on 4/04/2025. Licensee has provided adequate space for the children to eat, sleep and play within the home. Areas used for child care include the Living Room, Kitchen, Room 1, and Bathroom 1. Off limits areas are Room 2, Room 3, Bathroom 2 and the patio and are inaccessible through the use of door locks and door knob covers. Licensee stated that she takes the children to a community park for outdoor activities. Licensee understands that supervision is required at all times during outdoor activities. Because the applicant, rents/leases the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149). LPA discussed capacity limitations and staffing for a large family home. Licensee understands that, per Title 22 regulation, she may not operate at a large family capacity unless she has an assistant present. Licensee is aware that the assistant must be fingerprint cleared and associated (if over the age of 18) and have proof of the required SB 792 immunizations to include Pertussis, Measles and Influenza or have an approved exemption. In addition, Assistants must also complete the required Mandated Reporter Training course. (Cont on LIC 809C) The fire extinguisher, smoke detector, and carbon monoxide detector meet requirements and are operational. All hazardous items were latched/locked and secured out of reach of children. There are no bodies of water in the home. Licensee states that there are no weapons in the home. Licensee\342\200\231s First Aid and CPR certifications expire on 08/2025. OR Licensee is exempt from Mandated Reporter Training as their primary language is Arabic. Licensee\342\200\231s immunization requirements were met as well as for other adults living at home. Licensee stated that she does not need a helper yet, but when she does, she will submit all required documentation to licensing. All adults living in the home, have received criminal record and child abuse clearances or exemptions. Provider is hereby reminded of the following: Report suspected child abuse and neglect, maintain children\342\200\231s records according to regulation, post all required forms; corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers are not allowed in day care. All equipment that is used should be used only as intended by the manufacturer. LPA reviewed with Licensee the LIC 311D, Forms/Records. To Keep In Your Family Childcare Homes, children\342\200\231s forms/records, facility forms/records, and information to be posted. LPA discussed and provided Licensee with the following: childcare advocates-email address: childcareadvocatesprogram@dss.ca.gov . In addition, for general questions or questions regarding licensing requirements contact the Childcare Licensing Duty Line at (619) 767-2248. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. (Cont. on LIC 809C) Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, Licensee Nadia Kadad, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. No deficiencies were observed during inspection. A license for 14 children may be granted upon final file review. Applicant agreed to comply with all regulations and laws governing family child-care homes. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee, Nadia Kadad. Appeal Rights were printed and issued to licensee.
